appropriate. The East Campus Development Policy was adopted by the <br /> President's Office in April 2003 but was not adopted by the Eugene City <br /> Council. Future projects in the area will likely include support services, such <br /> as housing, offices and research space, that do not need to be within the <br /> University's established 7-minute walking distance of the core instructional <br /> area. <br /> <br /> In September 2003, the University submitted an application to amend the 1982 <br /> Fairmount/University of Oregon Special Area Study for the purpose of <br /> incorporating changes in the plan made necessary by the University's <br /> adoption of the 2003 East Campus Development Policy. Commenting on the <br /> application, the Fairmount Neighborhood Association expressed concerns <br /> about the effectiveness of the proposed East Campus Development Policy in <br /> mitigating the impacts of University development on the surrounding <br /> neighborhood. The association subsequently commissioned the Fairmount <br /> Neighborhood Association East Campus Committee (Committee) to represent <br /> the neighborhood interests in the public hearing process. The Committee <br /> submitted testimony commenting on each of the University's individual <br /> proposals. While the Committee expressed support for many of the ideas and <br /> proposals put forth in the application, they also suggested modifications to <br /> certain policies or plan text and replacements or additions to other policies <br /> and text. <br /> <br /> Following the public hearing, the City engaged University staff and Committee <br /> representatives in a mediation process to seek agreement and resolve <br /> differences on the proposed policy and text amendments. Agreement <br /> between the University and Committee was reached on most of the issues <br /> discussed; those agreements are reflected in the maps, policies and other text <br /> adopted through this amendment process. <br /> <br /> (n) Finding 2 of the Findings for the University Lands Bounded by Agate and <br />Moss Streets and 17th and 15th Avenues (page 24) of the SAS is amended, Finding 3 is <br />deleted, and Findings 4, 5 and 6 are renumbered 3, 4 and 5, as follows: <br /> <br /> 2.
