November 10, 2003, as provided for in (EC) 9.7750(1). <br /> <br /> On September 22, 2003 the Eugene City Council initiated the code amendment process <br /> allowing the three separate applications to be processed concurrently. <br /> <br /> On October 1, 2003 the City delivered notice of the proposed plan amendments to the <br /> Oregon Department of Land Conservation and Development, as required by EC <br /> 9.7415(1) and in accordance with State statutes. On October 17, 2003 a referral <br /> concerning the pending applications was sent to the Springfield and Lane County <br /> Planning Directors, the Oregon Department of Transportation (ODOT), and the <br /> Fairmount Neighborhood Association consistent with EC 9.7415(2) and 9.7720. <br /> <br /> On October 17, 2003 a notice of the Planning Commission public heating was mailed to <br /> the applicant, owners and occupants of property within 300 feet of the subject property, <br /> the Fairmount Neighborhood Association, and other groups requesting such notice in <br /> accordance with EC 9.7451(2). Notice of the Planning Commission's public hearing on <br /> the proposed plan amendments was published in the Register-Guard on October 24, 2003 <br /> in accordance with EC 9.7735(3). The Planning Commission held a public hearing on <br /> the proposed amendments on November 18, 2003. <br /> <br /> On February 131 2004 a notice of the City Council public hearing was mailed to all <br /> interested parties in accordance with EC 9.7545. The City Council is scheduled to hold a <br /> public heating on the proposed amendments on February 23, 2004. <br /> <br /> The applicant cites additional efforts to involve citizens in the planning process prior to <br /> submitting the East Campus Area plan amendment applications to the City. During the <br /> year preceding the submittal, the University of Oregon conducted a year-long public <br /> involvement process that included more than 20 public information and public comment <br /> sessions. Details of the University's public involvement process are included in the <br /> applicant's statement and exhibits. <br /> <br />Goal 2 - Land Use Planning: To establish a land use planning process and policy framework as <br />a basis for all decisions and actions related to use of land and to assure an adequate factual <br />base for such decisions and actions. <br /> <br /> The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the policy tool <br /> that provides a basis for decision-making in this area. The Metro Plan was acknowledged <br /> by the State in 1982 to be in compliance with statewide planning goals. These findings <br /> and record show that there is an adequate factual base for decisions to be made <br /> concerning the proposed amendments. Goal 2 requires that plans be coordinated with the <br /> plans of affected governmental units and that opportunities be provided for review and <br /> comment by affected governmental units. To comply with the Goal 2 coordination <br /> requirement, the City coordinated the adoption of these amendments with all affected <br /> governmental units.
