We are <br />presenting the proposed changes to you now because the record has been closed for the Planning <br />Commission process, we wished to wait to see the outcome of the Planning Commission process, <br />and we wanted to incorporate any concerns by City Council at the City Council work session. <br />The following policy changes to traffic policies #6 and #7 attempt to address the neighborhood's <br />requirement that studies be conducted and traffic calming be implemented within a known time <br />frame while addressing the city council's concerns regarding securing funding for both the <br />studies and any capital improvements required as an outcome of the studies. Changes from the <br />current policies are in st~ and proposed changes are underlined. <br /> <br />Traffic Circulation Policies <br /> <br /> 6. By March, 2005, the City shall initiate a study of Agate Street between Franklin <br /> Boulevard and 19th Avenue. That study, conducted jointly with the University <br /> and the Fairmount Neighborhood Association, shall identify strategies to <br /> improve the function and carrying capacity of Agate according to the City <br /> criteria for its designated street classification. The City shall :;'ill implement the <br /> necessary changes specified in Agate Street study by December 200& The <br /> University will participate in those improvements as development occurs and as <br /> required by City code, to the extent that the University is directly responsible for <br /> the needed improvements. <br /> <br /> Discussion: Change the word "will" to "shall" to make consistent with the <br /> phrasing of the entire document. The East Campus Committee has consistently <br /> raised the concern regarding the open-ended language regarding traffic mitigation. <br /> The implementation date is suggested to clarify the time frame for both the Agate <br /> Street study and any capital investment required as specified in the Agate Street <br /> study. <br /> <br /> 7. The City, with the cooperation of the University and the Fairmount <br /> Neighborhood Association, shall initiate an area-wide traffic calming study for <br /> the streets within the Fairmount/University of Oregon Special Area Study <br /> boundary to determine appropriate mitigation for through-traffic utilizing <br /> neighborhood streets. Such study shall :';c.'a!d be initiated prior to December, <br /> 2008, .~:~ , ..... :t~n:u,.. ~r ~.....to In the event that the City updates the <br /> <br /> Central Area Transportation Study (CA TS) prior to 2008, the City shall fund <br /> and initiate an area-wide traffic calming study as part of the CATS update to <br /> determine appropriate mitigation measures for the subject area. The CitF shall <br /> implement the changes specified in the area-wide traffic calming study by <br /> December 2012. <br /> <br /> Discussion: Change the word "would" to "shall" and delete the "subject to <br /> availability of funds".
