University of Oregon East Campus Lands Land-Use Applications <br />February 23, 2004 City Council Public Hearing <br />Public Testimony #3 <br /> <br />Submitted by: <br />Christine'~Ilaompson, Planning Associate, University Planning Office, University of <br />Oregon, 1276 University of Oregon <br /> <br />Strategies: Graceful Transition <br /> <br />The strategy proposed to create a graceful edge is the result of collaboration and <br />creativity. The final proposal is quite different.from the university's original ideas. <br /> <br />To start, we were interested in maintaining consistency with dty land-use patterns, so <br />we looked at how other uniVersity edges are treated.' Typically university-owned lands,. <br />those lands within the state-approved boundary, are Zoned PL and designated ' <br />Gov/Educ as Supported by the Metro Area General Plan. Where university's lands <br />meet residential areas, a higher-density residential zone outside university-owned <br />lands serves as a transition area. <br /> <br />We recognized from the beginning that the Fairmount Neighborhood edge at Villard <br />Street is not necessarily like the other campus edges. Extending PL Out along the entire <br />length of Villard Street would not likely be acceptable. At first, we looked at <br />establishing a typical higher-density residentialbuffer within the campus boundary. <br /> <br />We soon discovered; however, that this higher-density residential buffer was not <br />appealing to the university or the neighbors because it did not preserve the single- <br />family character of Villard Street, and it did not allow outright university uses or the <br />flexibility required to establish the campus 'character'. <br /> <br />The-Solution: COllaboration and Creative Ideas <br /> <br />As a result, we created the proposal before you. It allows greater intensity and <br />flexibility on the campus side while establishing greater limitations and restrictions <br />along the Villard edge. <br /> <br /> Institutional: The Institutional area would be expanded to include lands dosest to 15~ <br /> Avenue and Agate Street. All university uses would be allowed. <br /> <br /> Low-density Residential: A low-density R-1 area adjacent to.the neighborhood would <br />· serve as a buffer. <br /> <br /> High-density Residential/Limited Institutional: APL transition area provides <br />· additional assurances that institutional development will not be detrimental to the <br />residential character outside university boundaries. <br /> <br /> Numerous city regulations are already in place to address transitions to residential <br /> neighborhoods in such areas including: <br /> <br /> City Council Agenda page 267 <br /> <br /> <br />
