The proposal <br />. requires that a pOtential conditional use not generate more traffic than uses <br />allowed outright in the zone and that adequate off-site parking be provided. <br /> <br />None of the additional conditional-use restrictions apply to R-1 zoned lands across <br />Villard or elsewhere in the city of Eugene. For these reasons, we ask you to <br />approve the policy as proposed and as recommended unanimously by the <br />Planning Commission (with the correction made by staff in your work session and <br />described under comment #1 in my written testimony of February 13).
