University of Oregon East Campus Lands Land-Use Applications <br /> February 23, 2004 City Coundl Public-Hearing .... <br /> Public Testimony fi2 <br /> <br /> Submitted by: <br /> Chris Ramey, University Planning Office Director and Architect, University of <br /> Oregon, 1276 University of Oregon <br /> <br /> IntroduCtion: Forty Years of Plannin~ <br /> <br /> The land-use applications before you come after an 18-month process to update <br /> the university's East Campus Development Policy, which is 'the university's <br /> internal policy governing use of its lands. <br /> <br /> While the proposed changes reflect the changing needs of the university since the <br /> adoption of the Fairmount Spedal Area Study (SAS) 20 years ago, the university <br /> has been planning for East Campus development for a much. longer time. Over <br /> 40 years ago the state-approved campus boundaries were established to allow for <br /> east campus development, and today the university Owns all but 8 of the lots. <br /> <br /> Planning Process: participation a Cornerstone <br /> <br />· The prindple of participation is a cornerstone of the university's planning <br /> process. From the beginning of the East Campus planning process, we have <br /> worked very hard to ensure effective public participation from neighbors and the. <br /> campus community. This degree of partidpation was over and above the city's <br /> requirements. <br /> <br /> : Prior to submitting land use applications to the city, we engaged in an 18-month <br /> process that included: <br /> · . regular meetings with a Neighbors Advisory group, <br /> · two widely publicized, well-attended community open houses and <br /> workshops, <br /> ·numerous Neighborhood Assodation meetings, <br /> · a Campus Planning Committee public hearing and review, and <br /> · - five direct.mailings to neighbors. <br /> <br /> In total, staff arranged and/or attended over twenty public meetings and events. <br /> A complete description is provided in your background materials. Please note, <br /> this public partidpation process was not required by dty code. <br /> <br /> Following submittal of the applications, the City of Eugene' implemented its <br /> required notification and.input process. In addition, the dty coordinated a <br /> mediation process consisting of a series of meetings attended by dty staff, <br /> neighborhood representatives, and university representatives. 'This process <br /> offered a unique opportunity for public input beyond the dty's code <br /> requirements. <br /> <br /> Resulting Proposal: General Strategy Supportedby UO and Neighbors <br /> <br /> City.
