LOWE Allen D

From: Emilie Hooft [emilie@Katla.uoregon.edu]
Sent: Monday, February 23, 2004 9:03 AM
To: allen.d.lowe@ci.eugene.or.us
Subject: Land use changes in the East Campus Area

Dear Allen Lowe,

I would like the following comments on the proposed land use changes in the East Campus
Area to be put on the record.

The fact that the university needs to increase their usage of their east campus areas is
unavoidable. However, as a resident of the
Fairmount Area this, of course, presents various concerns.

The East Campus Committee of the Fairmount Neighbourhood Association has done a lot of
excellent work to come to an agreement with the university to mitigate the impact of these
developments on our
neighbourhood. City recognition of these documents is important to ensure that the
university acts according to these agreements.

I have specific comments on the following two issues:

1. Traffic in our neigbourhood is of the most immediate concern. This issue is
problematic as it requires funding to address traffic design issues and enforce traffic
regulations. I strongly urge you to fund the necessary studies and any needed capital
improvements as this factor greatly affects the livability of our area.

2. Usage of the university-held property along the west side of Villard is also a
sensitive issue. These boundary properties determine the nature of the houses on the
other side of the street and a smooth transition from the university to the neighbourhood
is necessary.

It is very important that the increased density associated the proposed modifications to
land use be mitigated.

with regards,
Emilie Toomey

Home: Emilie Toomey
1720 Fairmount Blvd.
Eugene, OR 97403
541-338-4842

Work: Dr. Emilie E.
