Hearing Memo - Lone Oak Drive <br />February 17, 2004 <br />Page 2 <br /> <br />PROJECT DESCRIPTION <br /> <br />The street improvements include constructing the north ten feet of Lone Oak Drive from Division to <br />Lone Oak Way, and full street improvements east of Lone Oak Way for 250 feet. Lone Oak Drive is now <br />30 feet wide from Division Avenue to Lone Oak Way, and 20-foot wide east of Lone Oak Way. Street <br />lights, and street trees were included as part of the improvements. Sidewalks were constructed along all <br />developed properties. Parking bays were constructed to accommodate needs of adjacent owners. Storm <br />water quality BMP's were constructed including the use of pervious pavement in the parking bays. <br />Storm water detention was also integrated into the design. These measures provided sustainable <br />design elements into the project scope. <br /> <br />ASSESSMENT <br /> <br />Costs are distributed per City Code 7.175, and as outlined in the Council adopted Hearings Official <br />findings and recommendations, and the resolution forming the LID. <br /> <br />The non-assessable City share for this project will be funded primarily from Road Fund and storm water <br />SDCs. Transportation SDC funds will be used to pay for the cost ofnonassessable street improvements <br />at the intersection of Lone Oak and Division Avenue, because Division is a collector street. Road Fund <br />is used to pay the City's share of local street improvements for local street LID's which are ineligible for <br />Transportation SDC funding. Systems development funds are paid by new development to finance the <br />non-assessable share of this type of storm drain system improvement <br /> <br />Assessment financing, a 10-year payment plan through the City, is available to all property owners <br />within the improvement district as identified by City Code, Chapter 7. None of the property owners <br />qualify for the low-to moderate income subsidy program. <br /> <br />Below are the final unit assessable costs: <br /> <br /> Paving (per front foot) $ 65.96 <br /> Sidewalk (per square foot) $ 4.25 <br /> Storm Drain (per lot)(lots3800 & 104) $ 7,362.60 <br /> Parking Bays (per square foot) $ 4.75 <br /> Illumination (per lot) (lots 3800 & 104) $ 6,518.42 <br /> Street Trees (per lot) (lots 3800 & 104) $ 1,740.33 <br /> <br /> Total City Cost $ 106,415.25 <br /> Total Project Cost $ 213,597.60 <br /> <br />The City will pick up the cost for non-assessable curb and gutter, sidewalks, street lights, and storm <br />drainage system as identified by City Code, Chapter 7. <br /> <br />Costs listed below are the estimated assessment costs calculated at the time of the formation of the <br />LID.
