Ms. <br />Bettman said that there was not much of an opportunity to increase funding for schools, and noted that the <br />council was on record in its support of local school funding measures. <br /> <br /> Ms. Bettman moved to change the status of the bill to Support. The motion died for lack of <br /> a second. <br /> <br />Mr. Pap~ had questions about SB 0406, related to changes in property values resulting from land use <br />requirements. Ms. Brooks indicated she did not think the bill had much chance of passage. The bill <br />essentially repealed Ballot Measure 37, passed in November 2004. The bill was sponsored by Senator <br />Schrader. Ms. Bettman asked that the bill be held over until the next meeting when more information was <br />available. Other members agreed. <br /> <br />Responding to a question from Ms. Bettman about SB 0431, related to the jurisdiction of the Land Use <br />Board of Appeals, Mr. Lidz said the legislation clarified which cases go to the Court of Appeals. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of SB 0431 to Monitor. <br /> The motion passed unanimously. <br /> <br />Responding to a question from Ms. Bettman about the mandatory nature of SB 0463, relating to court <br />arbitration, Mr. Lidz said he interpreted the bill as addressing private disputes.
