Ms. Boyle said her concern was that passing a bill by a certain <br />date did not necessarily mean that budget would be adequate. <br /> <br />Ms. Bettman suggested that the bill's status be changed to Support with amendments so the bill would result <br />in an increase in funding. Ms. Brooks did not think the sponsor's intent was to increase school funding. <br /> <br />Mr. Pap6 questioned whether the bill affected the City. He asked about the positions of the school districts. <br />Ms. Boyle indicated she could check with the school districts on their position on the bill. She confirmed <br />that the bill had no impact on the City's finances. <br /> <br />Ms. Bettman said that she heard from parents, teachers, and school officials that they need more predictabil- <br />ity about their budgets. The beauty of the resolution was that the amendment would go to the voters for <br />approval. <br /> <br /> Ms. Bettman moved to change the status of the bill to Priority 3, Support. The motion died <br /> for lack of a second. <br /> <br />Mr. Pap6 asked staff to prepare a summary of Ballot Measure 37-related legislation. Ms. Taylor indicated <br />it would also be useful to know who supported Ballot Measure 37-related bills. <br /> <br />Ms. Bettman asked if Senator Bill Morrisette had introduced legislation to change the make up the Lane <br />Transit District Board from an appointed to an elected seven-member board. Ms. Walston distributed and <br />briefly reviewed copies of the proposed bill and recommended the City take a neutral position as it was not a <br />City of Eugene governance issue. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to assign the bill a status of Priority 1, Sup- <br /> port. The motion passed unanimously, 3:0. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to forward the committee's recommendations <br /> to the City Council. The motion passed unanimously. <br /> <br />5. Bills of Community Interest <br /> <br />Responding to a question from Ms. Bettman, Ms. Brooks said that that legislation mandating the use of <br />fluoride in municipal water systems had passed out of committee. Other legislation had been introduced to <br />prohibit the application of fluoride to municipal water systems. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to assign a position of Priority 2 Oppose to <br /> SB 0539 and SB 2025. The motion passed unanimously. <br /> <br />6.
