Call to Order and Review Agenda <br /> <br />Mr. Papd called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br /> <br />2. Approval of Minutes <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the minutes of the CCIGR meet- <br /> ing of February 17, 2005. The motion passed unanimously. <br /> <br />3. Review Pending Legislation <br /> <br />Priority 1 Bills <br /> <br />Mr. Papd referred to House Bill (HB) 2520, which would repeal the existing State ban on real estate transfer <br />taxes, and determined from Mr. Hill that the bill repealed an existing law, and that the staff recommendation <br />was based on the council's legislative policies. Mr. Papd suggested that the City attempt to tie the <br />legislation to other legislation related to lowering the capital gains tax. He preferred to take a neutral <br />position on the bill. <br /> <br />Ms. Taylor indicated support for the bill. Mr. Heuser believed that Portland supported the bill. He believed <br />it would have a better chance in the Senate than in the House. <br /> <br /> Mr. Papd moved to take a position of Neutral on the bill. The motion died for lack of a <br /> second. <br /> <br />Ms. Bettman noted her support for all the Priority 1 recommendations prepared by staff. <br /> <br />Mr. Papd requested an update on Senate Bill (SB) 0496, which would allow Eugene to take advantage of <br />federal money for land acquisition through the Forest Legacy Program. Mr. Heuser said that the City was <br />in good shape in terms of support for the bill. He confirmed there was also a corresponding house bill but it <br />had not been referred, and it was likely the sponsors would sign on to SB 0496.
