Mr. Papd referred to HJM 0001, which urged Congress to extend the Secure Rural Schools and Community <br />Self-Determination Act of 2000, and asked if the bill addressed the distribution of County road funds. Mr. <br />Heuser said the bill did not get into that level of local detail. <br /> <br />Ms. Bettman referred to HJR 0005, which would allow State gas revenues to be used to support the State <br />police, and suggested that the committee take a position of Support with amendments on the bill to ensure <br />there was no net reduction in the State Highway Trust Fund revenues that go to municipalities. <br /> <br /> Ms. Bettman, seconded by Mr. Papd, moved to change the status of HJR 0001 to Support <br /> with amendments to ensure there was no net reduction in the State Highway Trust Fund <br /> revenues that go to municipalities. <br /> <br />Ms. Taylor pointed out the money for municipalities had to come from someplace. Ms. Boyle said the staff <br />recommendation was based on adopted council legislative policies. The bill could have a significant impact <br />on the City's ability to fund maintenance and preservation. Mr. Heuser said if the bill started to move he <br />would recommend lobbying for such an amendment. There was a chance the amendment would not pass, <br />however. He recalled that the voters had twice voted down measures making the same proposal when they <br />were referred. <br /> <br />Mr. Heuser suggested the committee instead take a Neutral position on the bill, and said staff would monitor <br />the bill's progress. Ms. Bettman amended her motion to reflect the suggestion. Mr. Pap~ accepted the <br />revision. <br /> <br /> The motion passed unanimously. <br /> <br />Mr. Pap~ referred to SB 0299, related to discrimination in housing, and asked if the bill would increase the <br />cost of low-income housing. Mr. Rikhoff did not think so, terming the bill a ~kitchen sink" approach. He <br />added he did not believe that the bill was going anywhere. Ms. Bettman suggested the bill could provide the <br />City with a tool to beef up homeownership in the West University Neighborhood and other areas of Eugene <br />and was worth supporting. <br /> <br />The committee briefly discussed SB 0379, which would direct funds from the State General Fund to make <br />grants to counties for the prosecution of crimes involving methamphetamine, which was held over from a <br />previous meeting. Mr. Cushman recalled the funding source for the bill was an issue. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Oppose. <br /> <br />Responding to a question from Mr. Pap~, Mr. Cushman said the money would be directed mainly to <br />counties. <br /> <br />After discussion, Ms. Bettman agreed to revise her motion to change the bill's status to Neutral. She had a <br />deep concern about the source of funding as she feared it could be taken from funds otherwise available to <br />schools and other important services. She said it was irresponsible not to say how the legislation would be <br />paid for. Ms. Taylor agreed to the revision. <br /> <br /> The motion passed, 2:1; Mr. Pap~ voting no. <br /> <br />Ms. Bettman referred to SB 0547, relating to criminal impersonation, and asked if staff was recommending <br />the City support the bill if amended.
