2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Moves oversight of vertical housing development zone program from Economic and Community <br /> ,Development Department to Housing and Community Services Department. Broadens definition of <br /> "vertical housing development project' to include projects that have residential and nonresidential <br /> uses in any portion of project. Authorizes Housing and Community Services Department to <br /> establish criteria for determining when to certify property for partial property tax exemption. <br /> Encourages development of residential housing in vertical housing development project that is <br /> reserved for persons or families with limited income. Takes effect on 91st day following <br /> HB 2199 3 Support adjournment sine die. 2/11 <br /> Directs State Commission on Children and Families to work with certain state agencies and <br /> advisory committees to develop state policy regarding runaway and homeless youth and their <br /> families. Requires that policy be developed by January 1, 2007, and that report to legislature on <br /> ~mplementation of policy be made prior to February 1, 2009. Declares emergency, effective on <br /> HB 2202 2 Support passage. 3/24 <br /> HB 2204 3 Neutral Allows state agency to send notice of intended rulemaking action to interested persons by e-mail. 2/11 <br /> Establishes rules and procedures for establishing record when petition for judicial review is filed <br /> ~n circuit court challenging order other than contested case issued by state agency. Allows person <br /> who is qualified to file petition to request that agency consider additional evidence related to order. <br /> Establishes timelines and procedures for transmission of agency record to court. Awards to <br /> agency costs of preparing record in certain circumstances. Provides that review of order other than <br /> contested case by court is confined to record transmitted to court and certain additional evidence <br /> that may be included in record. Provides that court may not substitute its judgment for that of <br /> HB 2208 3 Monitor agency as to any issue of fact or agency discretion. 2/11 <br /> Makes technical corrections to Public' Contracting Code. Exempts certain energy savings <br /> performance contracts from only competitive bidding requirements. Corrects references to <br /> economically distressed areas. Clarifies when cooperative procurement contracts may be used. <br /> Specifies that state contracting agencies may designate certain contracts as personal services <br /> contracts. Requires contracting agencies to identify characteristics of class of contracts in making <br /> findings necessary for exemption from competitive bidding requirements for class of public <br /> improvement contracts. Permits submission of bids and proposals electronically. Requires <br /> contracting agencies to issue notice of intent to award public improvement contracts. Exempts <br /> small public improvement contracts from bond requirements. Requires successful bidder on public <br /> improvement contract to deliver proof of insurance to contracting agency. Permits adjustment in <br /> HB 2214 3 Support required bond amount. Declares emergency, effective March 1, 2005. 3/17 <br /> <br /> <br />
