2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Makes temporary fee schedule for hazardous waste disposal facilities permanent. Continuously <br /> appropriates moneys from portion of hazardous waste management fees to Department of <br /> HB 2593 3 Support Environmental Quality for certain hazardous waste management purposes. 3/17 <br /> Adds property of homeowners associations to category of property to which government entity <br /> may apply pesticide without first obtaining pesticide operator license or evidence of financial <br /> HB 2595 3 Oppose responsibility. 3/24 <br /> Establishes credit against income or corporate excise taxes for wage increases paid by <br /> employers to employees engaged in activities that constitute farm use, when increases are caused <br /> by increase in minimum wage. Limits credit to percentage of wage increases paid. Applies to tax <br /> HB 2597 3 Oppose years beginning on or after January 1, 2006, and before January 1, 2012. 3/17 <br /> Reduces fee collected by Secretary of State for document filing as part of secretary's business <br /> registry functions from $50 to $20. Repeals provision under which amount equal to $30 for each <br /> business registry filing is transferred from Operating Account to General Fund at end of each <br /> month. Repeals provision specifying that on July 1 of each year amount in Operating Account that <br /> exceeds amount necessary to administer certain business registry functions of Secretary of State <br /> HB 2603 3 Oppose for two months is transferred to General Fund. 3/31 <br /> HB 2609 3 Support Requires driver license to state eye color of licensee. 3/31 <br /> Authorizes counties to designate rural development zones without adopting exceptions to <br /> statewide planning goals relating to urbanization or to public facilities and services. Establishes <br /> HB 2619 2 Oppose criteria for rural economic planning in rural development zones. 3/31 <br /> Prohibits inclusion of lot, parcel or tract in exclusive farm use zone unless lot, parcel or tract is <br /> capable of providing gross annual income in excess of specified amount from sale of farm <br /> HB 2620 2 Oppose products using accepted farm practices. 3/31 <br /> Eliminates minimum lot or parcel size requirement for land divisions in resource zones. Prohibits <br /> Land Conservation and Development Commission from establishing income guideline for <br /> HB 2621 2 Oppose determining whether proposed dwelling is used in conjunction with farm use. 3/31 <br /> Overhauls statewide land use planning process. Directs Land Conservation and Development <br /> Commission to adopt new statewide land use planning goals. Directs local governments to amend <br /> or replace regional goals and objectives, regional framework plans, comprehensive plans and land <br /> HB 2652 2 Oppose use regulations to conform to new statewide land use planning goals. 3/31 <br /> Requires person discharging wastes into waters of state to mark area with buoys, markers or <br /> signs if discharge causes waters to violate standards for water quality or purity established by <br /> HB 2664 3 Monitor Environmental Quality Commission. 3/31 <br /> Allows motor vehicle fuel dealers to retain two percent of fuel tax collected as reimbursement for <br /> HB 2670 2 Oppose certain costs. 3/17 <br /> HB 2694 2 Oppose Requires only persons under 18 years of age to wear motorcycle helmets. 3/31 <br /> <br /> <br />
