2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Authorizes dwellings clustered in rural areas to be served by sewer systems. Requires owners of <br /> clustered dwellings to be served by sewer system to enter into common maintenance agreement <br /> ~n favor of local government. Prohibits land use planning goals and administrative rules that conflict <br /> with establishing sewer systems serving dwellings clustered in rural areas. Defines 'clustered' and <br /> HB 2705 2 Oppose 'local government.' 3/31 <br /> Authorizes State Forester to participate in federal partnership program for protection of <br /> environmentally important forests. Allows State Forestry Department to apply for, accept and utilize <br /> gifts, grants, bequests, endowments and donations to fund participation in federal partnership <br /> HB 2709 1 Support program. Requires participation if moneys received. Declares emergency, effective on passage. 3/31 <br /> Provides that home address, home telephone number and electronic mail address of public safety <br /> HB 2724 2 Support officer are exempt from disclosure. 3/31 <br /> Imposes fee for issuance of first Oregon certificate of title. Allocates moneys from fee among <br /> HB 2731 2 Oppose/Am Department of Transportation, counties and cities. 3/24 <br /> Caps amount of system development charge per dwelling unit that may be imposed for parks and <br /> HB 2757 1 Oppose recreation capital improvements. 3/24 <br /> Allows person with concealed handgun license to purchase firearm without undergoing criminal <br /> HB 2768 2 Oppose history record check. 3/31 <br /> Exempts transferor of firearm from performing criminal history record check if purchaser or <br /> HB 2801 2 Oppose recipient has concealed handgun license. 3/31 <br /> Grants reciprocity to persons holding concealed handgun licenses or permits issued by other <br /> HB 2802 3 Oppose states. 3/31 <br /> Requires participants in Adopt-a-Highway program to pay costs of participation. Requires <br /> applicants to appear in person at public meetings. Requires identities of applicants to be provided <br /> HB 2830 2 Oppose to news media. Applies to state, county and city Adopt-a~Highway programs. 3/24 <br /> HB 2831 2 Support Allows municipal courts to assign judgments in criminal actions to Department of Revenue. 3/24 <br /> HB 2869 2 Support/Am Imposes fee on retail sale of studded tires or on installation of studs in tire. 3/24 <br /> Prohibits public body from substantially burdening person's free exercise of religion, including <br /> when burden results from application of rule of general applicability, unless public body meets <br /> burdens of providing evidence and persuading trier of fact that imposition of burden furthers <br /> compelling government interest and is least restrictive means of furthering that compelling <br /> government interest. Provides that prohibition does not apply to burden imposed on person due to <br /> application of certain land use statutes, goals or regulations. Authorizes civil action for violation of <br /> HB 2912 2 Oppose Act. 3/24 <br /> <br /> <br />
