Expands crime of theft in first degree to include theft of precursor substances. <br /> Modifies recording requirements for transactions involving iodine in elemental form or iodine <br /> matrix. Increases punishment for failing to comply with recording requirements to maximum of one <br /> tear's imprisonment, $6,250 fine, or both. Creates crime of unlawful distribution of iodine in <br /> elemental form. Punishes by maximum of one year's imprisonment, $6,250 fine, or both.
