2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Specifies requirements for treatment and propagation of hatchery fish that any fish management <br /> SB 0473 3 Oppose policy of State Fish and Wildlife Commission must contain. 3/17 <br /> Changes interest rate imposed on amounts deferred under homestead property tax deferral <br /> program or special assessments for local improvements deferral program. Provides that interest <br /> rate is to be established annually, based on United States Federal Reserve System primary <br /> discount rate in effect on January 1 of year in which interest accrues. Applies to interest accruing <br /> SB 0478 2 Oppose on or after January 1, 2006. 3/09 <br /> Establishes tax credit against personal income or corporate income or excise taxes for property <br /> taxes paid on machinery and equipment used by persons engaged in certain food processing. <br /> SB 0479 3 Oppose Applies to tax years beginning on or after January 1, 2006. 3/09 <br /> Directs Department of Revenue to establish general tax amnesty program of limited duration. <br /> Waives penalties for taxpayers who pay outstanding taxes. Increases penalties on taxpayers who <br /> fail to fully participate. Sunsets January 2, 2012. Takes effect on 91st day following adjournment <br /> SB 0480 3 Support sine die. 3/09 <br /> Modifies offense of violating speed limit by requiring driver to drive 20 miles per hour or less in <br /> school zone when children are present or flashing light is in operation. Declares emergency, <br /> SB 0488 2 Oppose/Am effective July 1, 2005. 3/24 <br /> Requires majority of votes cast in territory proposed to be annexed and majority of votes cast in <br /> city or district to approve annexation plan under which city or district may annex territory within <br /> urban growth boundary. Eliminates option for city to annex territory without vote in territory and <br /> SB 0491 3 Oppose without written consent to annexation by 50 percent or more of voters residing in territory. 3/09 <br /> SB 0492 2 Support Revises laws regarding driver duties to certain pedestrians. 3/24 <br /> Allows person lawfully using bicycle lane to proceed through red light at top of T intersection after <br /> stopping at light. Creates offense of improper stop at light at T intersection. Punishes by maximum <br /> SB 0493 3 Oppose fine of $360. 3/24 <br /> SB 0494 3 Monitor Prohibits smoking within 100 feet of entrance to public place. 3/09 <br /> Authorizes State Forestry Department to apply for, accept and utilize federal grants for forest <br /> SB 0496 1 Support legacy programs. Declares emergency, effective on passage. 3/09 <br /> SB 0513 3 Support Modifies crime of interfering with peace officer. 3/17 <br /> Limits contingent fees permitted in negligence claims. Provides that attorney may not contract for <br /> or collect contingent fee if amount of fee would result in attorney being paid in excess of $500 per <br /> SB 0516 3 Monitor hour for services provided by attorney. 3/09 <br /> <br /> <br />
