2005 Legislative Session IGR Committee Bill Approval April 11,2005 <br /> <br /> Requires applicant for energy facility site certificate to obtain land use approval from local <br /> government. Requires State Department of Energy to generate environmental impact statement. <br /> Allows site certificate to be granted only if applicant can show need for generating capacity. <br /> SB 0527 1 Support Requires disclosure of financial ability and criminal history by applicant. 3/09 <br /> Repeals sunset limiting establishment of guest ranches. Modifies requirements for guest lodging <br /> SB 0538 3 Monitor and food service facilities allowed on guest ranches. 3/09 <br /> Requires water supplier serving more than 10,000 people to fluoridate water supply. Allows <br /> certain water suppliers to receive state financial assistance for initial costs of fluoridation. <br /> Appropriates moneys from General Fund to Department of Human Services for reimbursing water <br /> SB 0539 2 Oppose suppliers for initial costs of fluoridation. 2/24 <br /> Creates Environmental Justice Task Force. Specifies duties and responsibilities. Requires natural <br /> resource agencies to perform certain actions relating to environmental justice. Defines natural <br /> SB 0542 3 Support resource agency. 3/31 <br /> SB 0544 3 Support Prohibits smoking in places of employment. Specifies certain exceptions. 3/09 <br /> Prohibits law enforcement units from requiring peace officers to issue minimum number of traffic <br /> SB 0546 3 Support/Am citations. 3/17 <br /> Expands crime of criminal impersonation of peace officer to prohibit wearing law enforcement <br /> SB 0547 2 Support/Am uniform to deceive others in commission of crime. 3/09 <br /> SB 0548 3 Neutral Modifies crime of interfering with peace officer. 3/17 <br /> Prohibits legislative official from accepting consideration other than salary paid by State of Oregon <br /> for acting as lobbyist. Deletes provision allowing removal of contested case proceedings involving <br /> alleged violations of lobby or government standards and practices laws to Marion County Circuit <br /> Court. Increases maximum civil penalty that may be imposed for violations of lobby or government <br /> standards and practices laws to $10,000. Deletes provision requiring award of attorney fees to <br /> )ersons who prevail in contested case proceeding or appeal involving alleged violation of lobby or <br /> SB 0550 3 Support/Am government standards and practices laws. 3/17 <br /> Directs Department of Environmental Quality to condition discharge permits to prohibit discharge <br /> of toxic substances in amounts or concentrations that may be harmful to aquatic life or human <br /> SB 0555 1 Support/Am health. 2/24 <br /> Changes veterinarian duty to supply evidence of inoculation when vaccinating animal against <br /> SB 0556 3 Support rabies. Limits disclosure of animal control agency rabies vaccination records. 3/17 <br /> Requires Office of Emergency Management to develop tsunami warning information and <br /> evacuation plans and establish uniform tsunami warning signal. Requires transient lodging <br /> facilities located in tsunami inundation zones to post tsunami warning information and evacuation <br /> SB 0557 3 Support plans. Declares emergency, effective on passage. 3/17 <br /> <br /> <br />
