2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Defines isolated wetlands and marginal wetlands for purposes of regulation of removal and filling <br /> of material. Allows removal and filling of material in certain isolated and marginal wetlands and in <br /> wetlands of less than one acre in size to occur without permit. Allows city with population of 50,000 <br /> or fewer persons to develop approval or denial procedures for development permits, building <br /> }ermits or actions that affect marginal and isolated wetlands. Declares emergency, effective on <br /> SB 0710 2 Oppose passage. 3/09 <br /> Transfers functions relating to management of wetlands, removal of materials from beds or banks <br /> of waters of state and filling of waters of state from Department of State Lands to State <br /> SB 0711 2 Oppose Department of Agriculture. 3/09 <br /> Abolishes Oregon Watershed Enhancement Board. Transfers duties, functions and powers of <br /> board to State Department of Agriculture and State Department of Fish and Wildlife. Declares <br /> SB 0715 1 Oppose emergency, effective on passage. 3/17 <br /> SB 0717 3 Support Modifies laws relating to medical use of marijuana. Declares emergency, effective on passage. 3/09 <br /> Authorizes county service district to be formed in which governing body of district is elected board <br /> SB 0725 3 Oppose of directors instead of governing body of county. 3/31 <br /> Requires Director of Department of Consumer and Business Services to amend state building <br /> code to prohibit use of wood coated with substance containing arsenic in framing or sheathing roof <br /> SB 0727 3 Neutral of residential structure, making use punishable by civil penalty not to exceed $5,000. 3/17 <br /> Establishes standards under which city may not annex specified business property without petition <br /> SB 0728 3 Oppose for annexation from owner of property. 3/31 <br /> Modifies requirements for industrial property that city may not annex without written petition for <br /> annexation from owner of property. Repeals sunset on provision containing requirements for <br /> SB 0732 3 Oppose annexation of industrial property by city. 3/31 <br /> Directs office of State Fire Marshal to adopt fire safety standards for cigarettes. Requires cigarette <br /> manufacturer to certify that manufacturer's cigarettes meet fire safety standards before cigarettes <br /> may be sold in state. Appropriates moneys to office of State Fire Marshal for establishing fire <br /> safety standards for cigarettes. Imposes civil penalties. Declares emergency, effective on <br /> SB 0738 2 Support passage. 3/17 <br /> Requires public entity receiving claim for compensation for reduction in fair market value of <br /> private real property because of land use regulation to notify claimant in writing how public entity <br /> intends to respond to claim. Requires public entity that notifies claimant of intention to modify, <br /> remove or not apply land use regulation to notify claimant of additional taxes due if property will be <br /> SB 0739 3 Oppose disqualified for special assessment or exemption from taxation. 3/31 <br /> <br /> <br />
