2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Requires governing body to allow establishment of single-family dwelling on lot or parcel zoned <br /> SB 0676 3 Monitor for protection of forestland under specified circumstances. 3/09 <br /> Declares land use decision or limited land use decision of local government affirmed if decision is <br /> appealed to Land Use Board of Appeals and board fails to issue final order within 77 days, or <br /> SB 0677 3 Oppose longer period if authorized, after transmittal of record. 3/09 <br /> Directs Oregon Department of Aviation to establish pilot program to foster economic development <br /> SB 0680 3 Oppose adjacent to rural airports by encouraging through the fence operations. 3/17 <br /> Prohibits storage or disposal of hazardous materials and radioactive materials at solid waste <br /> disposal sites established in exclusive farm use zones. Prohibits storage or disposal of solid <br /> waste, hazardous materials or radioactive materials at sites in exclusive farm use zones on which <br /> SB 0681 2 Oppose/Am land application of reclaimed water, agricultural or industrial process water or biosolids is allowed. 3/24 <br /> Requires Department of Transportation to conduct study regarding feasibility of expanding <br /> SB 0685 6 Drop number of places where U-turns are permitted. 3/09 <br /> Authorizes landowner to obtain vested right to development approved as part of site-specific <br /> development plan. Authorizes local governments to adopt comprehensive plan provisions or land <br /> SB 0688 3 Oppose use regulations to implement review of site-specific development plan. 3/17 <br /> Prohibits annexation or incorporation of specified industrial lands without written consent of <br /> landowner. Declares that specified industrial lands annexed or incorporated with consent of <br /> landowner retain in perpetuity development rights that apply when land is annexed or incorporated. <br /> SB 0699 2 Oppose Declares emergency, effective on passage. 3/09 <br /> Prohibits facially neutral housing policy that adversely impacts disabled persons or other persons <br /> due to their race, color, sex, marital status, source of income, familial status, religion or national <br /> origin to greater extent than it adversely impacts persons generally. Prohibits discrimination <br /> against disabled person or discrimination due to race, color, sex, marital status, source of income, <br /> familial status, religion or national origin by multiple listing service, real estate brokers' organization <br /> or other service, organization or facility relating to business of selling or renting dwellings. Requires <br /> Commissioner of Bureau of Labor and Industries to investigate complaint of discrimination within <br /> 30 days of filing of complaint. Allows court trial for violation. Allows attorney fees. Imposes civil <br /> SB 0706 2 Support penalties. 3/09 <br /> Entitles contractor on public contract or contractor's surety to recover from Commissioner of <br /> Bureau of Labor and Industries reasonable attorney fees, expert witness fees, costs and <br /> disbursements and any other costs and expenses incurred by contractor and contractor's surety in <br /> investigating, responding to and resolving claim against contractor's payment bond if <br /> commissioner's actual recovery from contractor's payment bond, through settlement, civil action or <br /> SB 0707 2 Oppose otherwise, is less than 90 percent of amount of claim stated in notice of claim. 3/24 <br /> <br /> <br />
