2005 Legislative Session IGR Committee Bill Approval April 11,2005 <br /> <br /> Creates General Fund Operating Reserve Fund. Requires revenues received for biennium that <br /> exceed by one percent or more amounts estimated to be received for biennium to be placed into <br /> reserve fund. Returns amounts in excess of stated percentage of prior biennium appropriations <br /> when reserve fund exceeds threshold level. Takes effect only if Senate Joint Resolution 29 (2005) <br /> SB 0974 2 Support ~s approved by people at next regular general election. 3/24 <br /> Changes yearly cap for total amount attributable to all outstanding tax credits for all eligible loans. <br /> Applies to tax years beginning on or after January 1, 2005. Takes effect on 91st day following <br /> SB 0996 1 Support adjournment sine die. 3/31 <br /> SJM 0005 2 Oppose Urges Congress to update Endangered Species Act. 3/17 <br /> Proposes amendment to Oregon Constitution to allow local taxing district to adopt site value <br /> taxation system that taxes land at one rate and all other property at lesser rate. Requires site value <br /> taxation system to be in lieu of uniform ad valorem property taxes of district. Exempts site value <br /> tax from constitutional limits imposed on property taxes. Refers proposed amendment to people <br /> S JR 0001 2 Monitor for their approval or rejection at next regular general election. 2/11 <br /> Proposes amendment to Oregon Constitution to require Legislative Assembly to pass bill funding <br /> )ublic education system by 81st day of regular session and to prohibit compensation of legislators <br /> if bill is not passed. Refers proposed amendment to people for their approval or rejection at next <br /> S JR 0006 3 Monitor regular general election. 2/24 <br /> Proposes amendment to Oregon Constitution to require annual sessions of Legislative Assembly. <br /> Provides that session in odd-numbered year may not exceed 120 calendar days, and session in <br /> even-numbered year may not exceed 45 calendar days. Allows extensions by affirmative vote of <br /> two-thirds of members of each house. Refers proposed amendment to people for their approval or <br /> S JR 0009 3 Neutral rejection at special election held on same date as next primary election. 3/17 <br /> Proposes amendment to Oregon Constitution to eliminate double majority voting requirements in <br /> property tax elections. Limits elections at which local property tax measures may be submitted to <br /> general election in even-numbered year and special election in May of any year. Refers proposed <br /> amendment to people for their approval or rejection at special election held on same date as next <br /> S JR 0014 1 Support 3rimary election. 3/24 <br /> Proposes amendment to Oregon Constitution to require Legislative Assembly to appropriate sum <br /> of money sufficient to ensure that state's system of public education meets quality goals. Allows <br /> Legislative Assembly to appropriate sum of money not sufficient to meet quality goals if approved <br /> by two-thirds of each house, Refers proposed amendment to people for their approval or rejection <br /> S JR 0022 2 Support at special election held on same date as next primary election. 3/17 <br /> <br /> <br />
