2005 Legislative Session IGR Committee Bill Approval April 11, 2005 <br /> <br /> Creates standard for fire-safe cigarettes. Requires State Fire Marshal to determine whether <br /> cigarette variety meets standard for tire-safe cigarettes. Requires State Fire Marshal to publish <br /> and distribute list of fire-safe cigarettes beginning no later than January 1, 2006. Prohibits <br /> distribution or offer to sell cigarette unless cigarette is of variety State Fire Marshal has determined <br /> to be fire-safe cigarette. Makes violation by person distributing or offering to sell cigarettes to <br /> wholesaler or retailer subject to civil penalty not to exceed greater of $10,000 or five times value of <br /> cigarettes. Makes civil penalty applicable to distributions or offers to sell occurring on or after <br /> March 1, 2006. Makes violations by person distributing or offering to sell to public subject to civil <br /> )enalty not to exceed $500 for violation involving not more than 1,000 cigarettes and not to exceed <br /> greater of $1,000 or five times value of cigarettes for violation involving more than 1,000 <br /> SB 0931 2 Support cigarettes. Makes civil penalty applicable to distributions or offers to sell occurring on or after July 3/17 <br /> Provides exception for bicycles for offense of unsafe passing on right. Modifies prohibited bicycle <br /> speed for purposes of offense of unsafe operation of bicycle on sidewalk. Provides exception for <br /> SB 0938 3 Support/Am offense of failure to use bicycle lane or path. 3/17 <br /> Creates crime of unlawful storage of firearm. Punishes by maximum of one year's imprisonment, <br /> $6,250 fine, or both. Punishes second and subsequent convictions by maximum of five years' <br /> ~mprisonment, $125,000 fine, or both. Prohibits sale, delivery or transfer of firearm to person <br /> convicted of unlawful storage of firearm for five-year period after conviction. Requires gun dealers <br /> SB 0942 3 Support/Am to post notice concerning obligation to store firearms in safe manner. 3/17 <br /> Allows school district boards to prohibit persons with concealed handgun licenses from carrying <br /> firearms in certain public buildings. Expands definition of 'public building' for purposes of laws <br /> SB 0956 3 Support/Am relating to possession of weapons on public property. 3/17 <br /> Provides that cities, counties and other political subdivisions may regulate only possession of <br /> SB 0957 2 Oppose firearms and ammunition in public places. 3/17 <br /> SB 0960 3 Support Modifies requirements for obtaining concealed handgun license. 3/17 <br /> Includes certain brominated flame retardants in definition of' hazardous substance.' Prohibits <br /> introduction or delivery for introduction into commerce of products containing certain amount of <br /> brominated flame retardants. Directs Department of Human Services to issue biennial report <br /> SB 0962 3 Monitor regarding brominated flame retardants. 3/24 <br /> Establishes Oregon Governance Council. Provides that council establish and maintain effective <br /> avenues of communication between Governor, Legislative Assembly, cities and counties. <br /> Establishes Oregon Governance Council Account.
