<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Programming of Surface Transportation Program-Urban Funds <br /> <br /> <br />Meeting Date: October 23, 2006 Agenda Item Number: C <br />Department: Public Works-Engineering Staff Contact: Mark Schoening <br />www.eugene-or.gov Contact Telephone Number: 682-5243 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The City Council is requested to approve the attached list of pavement preservation projects <br />(Attachment A) for the development of applications for federal Surface Transportation Program-Urban <br />(STP-U) funds for FY07-FY09 to be programmed by the Metropolitan Policy Committee (MPC). <br /> <br /> <br />BACKGROUND <br />At its July 13, 2006, meeting the MPC directed MPO staff to move forward with the process to program <br />the remaining FY07 – FY09 STP-U funds. The process that was approved allocated 65% of available <br />STP-U funds to a category comprised of modernization, project development and preservation activities. <br />The intent was to set aside a larger share of the STP-U funds into a combined category and allow <br />individual jurisdictions to determine their own priorities with respect to modernization, project <br />development and preservation. The MPC was provided with a timeline (Attachment B) for the <br />programming of STP-U funds. The timeline includes both a calendar schedule and the duration in <br />months to complete each step of the process. Due to numerous other MPO activities the schedule for the <br />allocation of STP-U funds has slipped significantly. The discussion of regional priorities was <br />anticipated to occur in September 2006 and will now occur in November 2006. It is anticipated that the <br />project application period will occur in December 2006 or January 2007. <br /> <br />The following amounts are available to be programmed in the combined modernization, project <br />development and preservation category: <br /> <br /> FY07 FY08 FY09 <br />STP-U Funds $1,027,840 $1,820,000 $1,820,000 <br /> <br />Consistent with the council’s priority placed on pavement preservation, City staff has developed a list of <br />pavement preservation projects. If approved by the City Council, City staff will select projects from this <br />list that best meet the adopted criteria and then submit project applications for STP-U funding during the <br />application period. <br /> <br />The list of pavement preservation projects was derived from the City’s pavement management system <br />and are the projects the City has planned over the next three to five years.
