<br />in advance of pavement preservation work. The projects consist of pavement overlays on streets that <br />are near the transition from overlay to total reconstruction. The project streets are classified as arterials <br />or collectors. <br /> <br /> <br />RELATED CITY POLICIES <br />On June 9, 2004, the City Council passed a motion that all project lists or funding allocations for <br />projects within the City of Eugene or the Eugene urban growth boundary generated through the TPC for <br />the MPC/MPO approval shall first be reviewed and approved by the Eugene City Council before the <br />TPC recommendations are reviewed for approval by the MPC/MPO, including review of regional <br />projects in which the City is a stakeholder. <br /> <br />On April 11, 2005, the City Council passed a motion adopting the following Capital Improvement <br />Program policies: <br /> <br />? <br /> <br />Funding sources that have been identified for a specific project and approved with adoption of the <br />Capital Improvement Program shall remain the funding source for that project unless a specific <br />exception is directed by the Council <br />? <br /> <br />Flexible transportation funding available to the City from federal, state, county, and local sources, <br />that is eligible, will be used to fund operations, maintenance and preservation of existing capital <br />transportation infrastructure, unless a specific exception is directed by the Council <br />? <br /> <br />New transportation capital projects, including transit projects that are located within the Eugene City <br />limits will be reviewed by the City Council before inclusion into any regional or multi-jurisdictional <br />project list or plan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may: <br /> <br />1.Approve the project list; <br /> <br />2.Not approve the project list; or <br /> <br />3.Remove specific projects and approve an amended project list. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends that the City Council approve the project list. Once the MPC adopts the <br />project selection criteria, City staff will select specific projects from the list that best meet the adopted <br />criteria and submit the applications to the MPO during the application period. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to approve the attached list of pavement preservation projects as the basis for applications for <br />federal Surface Transportation Program-Urban funds for FY07-FY09 to be programmed by the <br />Metropolitan Policy Committee. <br /> <br /> <br /> <br /> L:\CMO\2006 Council Agendas\M061023\S061023C.doc <br /> <br />
