A sign was <br />posted on the subject property on October 12, 2006 announcing the time, date, and location of the <br />November 1, 2006 hearing before the elected officials. By providing the notices required by state law <br />and applicable local code, Goal 1 is complied with. <br /> <br />Goal 2 – Land Use Planning <br /> Lane County has adopted the Metro Plan amendment process and policy framework as a basis for land <br />use decisions in the Eugene-Springfield Metropolitan area. The Metro Plan is an acknowledged <br />comprehensive plan, pursuant to provisions specified by DLCD. The record shows coordination with <br />affected governmental agencies and special districts were provided opportunity for comments. This <br />proposal, and the process for reviewing the requested amendment follows the procedures outlined in <br />Lane County and Eugene Codes thus the proposal is consistent with Goal 2. <br /> <br />Goal 3 –Agricultural Lands <br /> The proposal would remove 72.31 acres of land from an agriculture designation to sand and gravel. <br />Lane County policies require that known Goal 5 resource sites within the County shall be conserved for <br />both present and future uses through the application of Plan designations and compatible land use <br />regulation measures. The appropriate Metro Plan designation for a significant mineral & aggregate site <br />is “Sand & Gravel.” <br /> <br />Goal 4 – Forest Lands <br /> There are no Forest Lands in the vicinity of the expansion area, so this goal does not apply. <br /> <br />Goal 5 -- Open Spaces, Scenic and Historic Areas, and Natural Resources <br /> The subject property is proposed to be redesignated from Agriculture, a resource designation, to Sand <br />& Gravel, which is also a Goal 5 Natural Resource. <br /> <br />Goal 6 – Air, Water and Land Resources Quality <br /> The mitigation measures proposed for inclusion in the Operations Plan are adequate to meet the <br />emission requirements in the regulatory measures to maintain the quality of the airshed consistent with <br />the standards set under this goal for the expansion area. <br /> <br />Goal 7 -- Natural Disasters and Hazards <br /> The subject property is within the Floodplain Combining Zone. Proposed activity does not impact or <br />raise potential for flooding because extraction occurs below grade, and does not increase the potential <br />for impeding floodwater flow through the area. <br /> <br />Goal 8 – Recreational Needs <br /> There are no recreational uses proposed or adjacent to the subject property, therefore this goal does not <br />apply. <br /> <br />Goal 9 -- Economic Development <br /> The approval of this PAPA would extend the local supply of gravel, which is a critical component of <br />the built environment and commercial construction. Having local sources of this important resource <br />available within the local market is important for economic development projects in central Lane <br />County. Delta Property Company also pays family wages for the majority of the jobs within the <br />company, improving the local economy for employees. <br /> <br />Goal 10 – Housing <br /> The subject property is designated as agriculture and proposed for rezoning to sand and gravel, with no <br />plans for residential use in the future.
