This project, with <br />having the estimated cost over $2,000,000. is absolutely too elaborate and <br />certainly not cost effective. Having some improvements made to River Ave. <br />are not out of line, but having sidewalks where it is almost all commercial <br />is not needed at all and can not be said for the purpose of public safety. <br />Having curbs, gutters, re-paving and possibly bike lanes are within the <br />reasonable limits. However, having 25% of the costs of the project being <br />engineering is absurd.
