'..... <br /> <br />The Eugene J:'ublic Librarypresc.:nted its report which was duly filed. <br /> <br />A petition vvas receiveo_ i'rom property ovmers on 12th Avenue between <br />Olive and Charnel ton street to pave the same. Said petition was referred to the <br />Street Committee. <br /> <br />A petition was received to have a lnre Hydrant installed in the vicinity <br />of 4th Avenue and J.:'olk Streets. Such peti tien was referred to the Fire and Water <br />C ormni ttee. <br /> <br />A co~nw1ication was received from Stein Bros. as to the re-surfacing of j <br />the streets of the Gity in conjunction with Stein Bros. contr'act with the Southern <br />Pacific Railway Company to pave the railway tracks on which street care for'merly <br />operated, and stating they would re-surfcce the balance of such streets accordingro <br />the plans, spec iflca ti ons and wi thmthe time as there in se t forth, for the sum 0 f <br />$23,000.00. Said matter was fully discD,ssed and Stein bros. were asked if such <br />contract is awarded to them if they would be willing to carry a warrant on the <br />Special Hoad and Street Fund of from six to eight thousand dollars until such t'ime <br />a~ there is money in such fund to meet payment. ~hey agreed to carry such <br />warrant. It was then moved, seconded and unanimously carried that a contract be <br />entered into with Stein Bros. for Such contract work in conformity to their written <br />offer. <br /> <br />C ounc ilman l\lonroe called a t ten t ion to the fac t that 11th Avenue from <br />Olive Street to Lincoln Street is six feet narrower than on either end of such <br />termini, and moved tha~ such street be widened before the re-surf'acing of the same. <br />Such motion was seconded and unanimously carried. <br /> <br />A rooming house permit was granted to Viola Stone Humphrey to opera~ e <br />the McKenzie Hotel at the corner of 8th Avenue and Willamette Street. <br /> <br />I <br /> <br />Con Dillon, on behalf of the American Legion appeared as to the celebrati n <br />on the 3, 4, and 5th of July, and asked for the use of certain streets, and also <br />that the license fee which usually goes with certain "rides" be remitted. Such <br />matter was discussed and referred to the Police Committee to make proper arrange- <br />men t s . <br /> <br />The claim of -~1Jebster L. Kincaid was bl'ough up for :pa.)rment of sixty-sixty <br />feet of sidewalk which he claims was destroyed b,y- the lilty v-wen 13th Avenue West <br />was opened through his property, claiming he should be paid for the cost price <br />thereof, Such matter was referred to the City Attorney. <br /> <br />The following resolution was offered and unanimously adopted. <br /> <br />H E SOL UTI 0 N <br /> <br />',iHEhEAS in the opening of Almaden Street from 6th Avenue to 8th Avenue <br />in said Oity as adopted under the termscof Ordinance No. 6778 a tract of ground <br />as therein described was taken from ~lorence H. Stevens for which damages was <br />award~d in the amount of $500.00 and in sheh opening'assessments were made against <br />two adjacent tracts as therein described and owned by Florence H. Stevens, for the <br />opening of said street in the amount of ~250.00 each, making the total amount of <br />damages and benefits offset, one as against the other. <br /> <br />AND I[JHEREAS in such opening two tracts of land were taken from David <br />Link for which dalInages was awarded in the a:]lo'\.~nt of ~250.00 each and assessments <br />were mad.e against fo<.:..r adjacent tracts as therein described and owned by David <br />Link in the amoLillt of ~125.00 each makinG the total amounts of benefits ~nd damages <br />offset, one as against the other. <br /> <br />And ~mEREAS u.nder such opening the amounts of benefits as assessed agminst <br />Florence H. Stevens and David Link have been assessed against said properties as <br />therein described and the liity is owing b'lorence H. Stevens and David Link the <br />iden tical amounts sai d :p'ar ti es are owing the City unde r such asse ssmen t s. <br /> <br />I <br /> <br />:BE IT THEREFORE RESOLVED: that said acemmts of ll'lorence H. Stevens <br />and David Link be offset in each case, one as against the other, and the Recorder <br />and Treasurel~ are hereby ordered and directed to cancel of record such liens <br />against the properties of Florence H. Stevens and David Link, and in consideration <br />therefor, the City issue no warrants to said parties in payment for the properties <br />so taken. <br /> <br />~ <br />
