<br />To amend the Charter of the City of Eugene, Oregon, by adding a
<br />new Chapter thereto, authorizing and empowering the City of Eugene to extend
<br />and enlarge its Power and Lighting system by adding such unit,s, structures
<br />and equipment as shall in the judgmen t of its vVater Board be deemed expedient,
<br />convenient and necessary: to secure by purchase, condemnation or otherwise
<br />all real estate, rights of way, property, water rights, easements and
<br />licenses, necessary or convenient to eaid extensions: to hold, control, oper-
<br />ate, maintain and lease the same: to sell its product: to construct any and
<br />every structure and appliance reasonable and necessary .therefor: all of the
<br />foregoing to apply equally within and without the city; to institute, prose-
<br />cute, maintain and defend all suits, actions and proceedings necessary to
<br />to such pur pose, and to issue and s,ell the n,egotiable bonds of the city of
<br />Eugene in the sum of one million, two hundred and fifty thousand dollars,
<br />or so much the reof, as shall be necessary for such purpose, and to expend the
<br />proceeds with. other funds in the payment therefor, and to issue short term
<br />interim bonds redeemable by the issue of the foregoing bonds, and to repeal
<br />the former act adopted by the electors June G8, 1927, authorizing a similar
<br />issue, and substituting this act therefor.

<br />rum; CI TY OF EUGENE roES ORDAIN AS FOLLOWS: .

<br />BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE:
<br />
<br />Section 1. The City of ~ugene is hereby authorized and empowered
<br />to extend its power and lighting system by adding such unit,s, structures and
<br />~quipment as shall ~n the judgment of its water board be deemed expedient,
<br />convenient and necessary: to secure by purchase, condemnation or otherwise
<br />all real estate, rights of way, property, water rights, easements and licenses
<br />necessary or convenient to said extension: to' hold, control, operate, maintain
<br />and lease the same: to sell its product: to construct any and ever:! structure
<br />and appliance reasonable and necessary: all of the foregoing to apply equally
<br />within and without the city; to institute, prosecute, maintain and defend all
<br />suits, actions, proceedings necessary to such purpose or purposes.

<br />Section 2. For the purpose of providing sufficient funds for
<br />payment of such extension and enlargement of its power and light ing system:
<br />and for all of the purposes set out in section one hereof, excepting maintenance
<br />and operation, empowered and dlrec ted to issue and sell as needed, upon ap pli-
<br />cation of the Water Board, negotiable bonds of the City of ~ugene, to the
<br />amount of one million, two hundred fifty thousand dollars, ~. so much thereof
<br />as may be nece ssary, to be used wi th other f'unds fa I' the cg!.Ilple tion of the
<br />project.

<br />Sec t ion 6. The fore go ing bo nds may be in such form and of such
<br />denomination, and be due as to principal and interest at such times and places
<br />as the Common Council may deem most likely to enhance their value and insure
<br />their salability. They shall bear a rate of interest not greater than five
<br />per cent per annum and shall be sold for not less than their par value and
<br />accrued interest.
