<br />Section 4., It is further provided hereby that upon.applIcation of the iiiater
<br />Board, preliminary to the issuance of the bonds hereinbefore authorized, the
<br />Ci ty of i!.'ugene shall issue INTERIM POWER AND LIGHT BONDS under the foregoing
<br />authorization, to be issued in such sums (not exceeding the total amount here-
<br />in authorized) and upon such maturities as shall be deemed to the best interest
<br />of the City, and ffiall bear a rat e of interes t not to exceed six per cent per
<br />annum, and shall be sold at not less than ninety five cents for each one
<br />dollar of said bonds, and may contain any provision with reference to being
<br />called that the council may deem wise: and shall be re1\J.nded, in the discre-
<br />tion of the council upon their matur.ity or upon any call date, by the issue of
<br />an equal amount of the five per cent bonds herein authorized. Such issue shall
<br />be made by the common council upon the application of the water board without.
<br />any further authorization of the electors, it being the purpose and intent
<br />of this section to per'mit the issuance of short term bond.s, until the regular
<br />issue can be sold advantage ' ously.

<br />Section 5. All of the foregoing bonds shall be general obligations
<br />of the city of ~ugene, pasable out of the revenues derived from the operation
<br />of its electric system by its water board, and should the said revenue be
<br />insufficient therefor, the Common Council of the Cit y of .l!;ugene is hereby
<br />authorized and directed to include in its general municipal tax levy each year,
<br />such sufficient special Jav.)r as shall aggregate together with such funds,
<br />an amount sufficient to pay the interest on,the bonds and. provide a sinking
<br />fund for t,he payment of the bond s when due;

<br />Section 6. In addition to being a general obligation of the city
<br />of .l:!;ugene, the bonds hereby au thorized shall be and are hereby dee.lared to
<br />be a lien upon all of the lands, rights of way, easeme.qts, water rights,
<br />pipe line s, s truc ttLre s, ap]lliance s ,and proper'ty of every kind embraced in the
<br />proposed extension, to be s'ecured with the money derived from the sale of
<br />these bonds.

<br />Section 7. The Common Council is hereby authorized and directed,
<br />upon application o~ the water Board, to issue and sell said bond~ from time,
<br />to time as the y may be needed for the pruposes here in sIX3 c i1'ied. The issuance
<br />of INTERIM BONDS shall not bE? deemed an exhaustion of the, right to issue and.
<br />sell the regular five per cent POWER AND LIGHT BONDS, except that the entire
<br />issue of the regular bonds and INTERIM BOND;) shall not alt any time exceed the
<br />authorization herein made. Before any bonds, either interim or regular can
<br />be' sold, they shall be advertised for sale by publication of a notice asking
<br />for bids therefor to be puslished in two daily newspapers published in Lane
<br />County, OreBon, in at least one issue of' such daily newspaper" two weeks
<br />prior to the time ,. of--the sale: and they may also gi ve no tiice of' such sale of
<br />the. bonds in such othe I' papers as they deem to be best for the interest of
<br />the cit,y in effecting a sale. But i:rnot satisfactory bids for the purchase
<br />of the bonds be received, they may sell them at private sale under the
<br />limitations thereinbefore set forth. .

<br />Sectiori 8. That the money derived from the sale of said bonds ',shall
<br />constitute a special fund to be denominated POWER .AN D LIGHT FUND, and shall be
<br />used for no other pur po se than her ein .prov ided.

<br />Section 9. The indebtedness authorized by this amendment to the
<br />Charter of' the Ci ty of Eugene is in addi'ti on to all other indebtedne ss au thor-
<br />ized and inctU'red by the Ci ty of Eugene, and shall not be considered as
<br />e1'fected by any limitation of indebte'd.11ess of the Charter 01' the City or else-
<br />wher e.

<br />Section 10. The Amendment to the Charter of the City of Eugene,
<br />adopted by the electors at an election held in said. City June 28,1927,
<br />authorizing the issuance of $1,&::50,000.00 POWKR AND LIGHT BONDS, of which
<br />this charter amemment is a substitute and re-enactment, is hereby reJ;Ba,led.
<br />
<br />The matter of bridges over the Amazon at Washington and Lincoln
<br />~treets was discussed, and a Resolution to construct such bridges, and directing
<br />the Recorder to advertise for--b,ids, was read, and on motion, duly seconded and
<br />carried such Resoluti on was adopted:
