<br />234 <br /> Council Chamhers, Eugene, Oregon <br /> September 9th, 1929. <br />~..;:.. <br />. ,f <br />",.to Councilmen met at the regular monthly session, called to order by <br />f"; Mayor Wilder, with all councilmen present except councilmen Simon and Reid. <br />. A delegation of women, with 1~s. S. D. Allen as spokesman, presented a <br />(:', remonstrance against the claim of shade trees and appealed to the Council for <br /> the preservation of trees in the City, and the matter was referred to the Park <br /> Board. <br /> At this time ,councilmen Simon and Reid appeared in council. <br /> Bids for the purchase of $200,000 interim power and light bonds were <br /> opened and read. Bids were received from the State Bond Commission, and a joint I; <br /> bid from the First National Bank, U. S. National Bank, and the Bank of Commerae. , <br /> The 'bids were .l?eferred to the Eugene Water Board, who after due consideration <br /> reported back to the council and. recommended that the bonds be sold to the State <br /> Bond Commission for the sum of $99.43 for each $100. par value at an interest <br /> ra te of 5 3/4 per cent per annum. The bid of the Sta te Bond Commission is as <br /> follows:" Chairman Large of the finance committee moved that the sale of the bonds <br /> be awarded to the State Bond Commission on a seven year basis at $99.43 for each <br /> $100. par value, to bear interest at 5 3/4 per cent per annum. Moved and second- <br /> ed, and c arri ed. <br /> Bids for paving the Alley between Broadway and loth Streets from Charnelto <br /> to Lincoln Streets, and between Charnelton and Lincoln Streets from Broadway <br /> to lOth Avenues were received as follows: <br /> Hargreaves and Lindsay $2,343.10 <br /> Stein Bros. 2,302.20 <br /> Chairman Lamb moved that the council find and determine that the bid <br /> of Stein Bros. is the lowest and best bid, and that the contract be awarded to <br /> them in accordance with their bid. The motion was seconded and carried. <br /> The Street commi ttee, by Chairman Lamb, moved tha t the council accept <br /> the Holloway deed to property tendered the City for street purposes. After <br /> some discussion the motion was wi thdrawn and the matter was referred to the <br /> City Planning Commission. <br /> Upon recommendation of Chairman Lamb, Swift and Company was granted the <br /> right to raise the sidewalk on the East side of their property at 5th and High <br /> S t re e t s . - <br /> The request of Mrs. David Elliott that the City pay an old plumbing bill <br /> occassioned by relaying of water pipes in the street was on motion denied. <br /> Chairman Hendershott of the Fire and Water committee moved that the <br /> council order street lights installed at the corner of 25th and Alder Streets, <br /> and also at the center of the alley between 6th and 7th, Lincoln and Lawrence <br /> S t re e t s . Motion was seconded and carried. <br /> Mr. Hendershott also requested advise from the council as to their <br /> desire in the matter of the fire department answering fire calls outside of the <br /> City limits, as to whether the department should go outside of the City and the <br /> distance to which they should respond to calls, and to the amount of charges <br /> that should be made for this service. After a short discussion, the matter was <br /> re-referred to the Fir e and Water comilli t t eeto work out the plans. <br /> Chairman, Monroe, of the police con~ittee brought up the discussion of <br /> parking limits and x'everse turns on through streets, and petitions were present- <br /> ed asking the matter of a one hour parking zone on 8th Avenue from Olive to <br /> Charnelton streets, and also a petition asking for all time parking streets <br /> except such part as is reserved for horse vehicles and sheriff's cars. And <br /> also recommended that loading zones be provided for merchants. The entire <br /> subject was a matter of general discussion and was finally referred to the <br /> police committee. <br /> Reports of the Milk and Meat inspector and building inspector was read <br /> and placed on file. <br /> A reQuest of the Cit.y engineer for new cars for his department was con- <br /> si de re d t and the recorder was instructed to advertise for a small delivery body <br /> car for his department. <br /> The Bank of Commerce tendered a bond to indemnify the City, and asked <br /> that a duplicate warrant for the warrant No. 32651 for the sum of $134.10, drawn <br /> :May 31, 1929, to Henry Peroni, and owne d by the Bank be issued to them in place <br /> of this warrant which has been lost. The motion was made, seconded and carried, <br /> granting this request. <br /> "" <br />
