<br /> ~ A Commi ttee appeared before, the Council asking permission to' erect a
<br /> C\l t.emporar y tabernacle for rel igi ous pUI' po ses at Thi rtee nth and Oli ve Stree ts ,
<br /> 8,nd a Ie tt er from H. E. Plu!11fuer, Inspector of Build.ings, relating the experience
<br /> of the City of Portland in the construction of tabernacles was read. A motion
<br /> was made, sec onded , and carried to refer the matte,]:' to the City Planning Commissi n
<br /> with power to act subject, however, to the furnishing of an agreement limiting
<br /> the use to six months, and the furnishing of a bOild in the sum of $500.00 to
<br /> guaran tee the removal of the building after the expiration of its use.

<br /> F. L. Chambers and A. R. Gray appe arecl before the Council and urged the
<br /> amendment of theo traffic law to permit thirty minute parking on Willamette street
<br /> between Sixth and Seventh Streets.

<br /> Chairman Large of the Finance Co~nittee, to whom was referred the settle-
<br /> ment of ~ws. Ida Hosfords claim for personal injury sus tained by falling on a
<br /> broken si dewalk , recommended t11a t the claim be settled by the payment of $100.00
<br /> to her. A motion was made, seconded, and carried to ad.opt the recommendation and
<br /> to draw a war ran t fo l' said amount. The ayes and nays,were called, all c ounci Imen
<br /> voting aye, nay, none, absent Washburne and Hendershott.
<br /> COUllcilmen Monroe recommended the employmen t, of a sid.ewalk and street
<br /> inspector, whose business should be to check up the condition of streets and
<br /> sid.ewall{S.

<br /> - Chairman Reid of the Sewer Committee reported bad flood conditions in the
<br /> neighborhood of Onyx Stree t and the Masonic Cemetery due to Lnproper drainage.
<br /> Engineer Clubb recommended t hat men and teams be er!1ployed to clear the ditch and
<br /> malee such alterations in the water course as arrangements with the property
<br /> owne r8 will pe l'",ni t . A motion was made, seconded, and carried that the Engineer
<br /> be authorized to act in this matter. I
<br /> Doctor Fox appeared before the Council with the suggestion that the City
<br /> ere ate a City Board. of Health to work in conjunction with the health committee
<br /> and Cit,y- Council and in cooperation with the Lane COUllt.)T Health Department, 311d
<br /> recommencled that a board should consi st of the City Health Officer as Chairman,
<br /> two city doctors, one doctor from the University of Oregon, one dentist, and
<br /> one member from SOfi~ civic organization. A motion-was made,.seconded, and
<br /> carried, that the Ci ty establish a Board of Health, in line wi th Doctor,Fox's
<br /> 'I suggesti on and tha t the I\layor appoint its members.-
<br /> :1 City Attorne.)T Calkins reported that he had purchaseci from Franlc Tripp Lots
<br /> 'I 5 & 8, Bloclc 2 of Broadmead Addition in the aviation tract for the sum of $100,

<br /> whi eh amount he had pe rsonally paid. A motion was made, seconded, and carried th t
<br /> the Council approve the action of the City Attorney and that a warrant in his
<br /> favor be drawn for said amount. The ayes and nays owere called" all councilmen
<br /> voting aye, nay, none , absent Washburne and Hendershott. <
<br /> City Recorder reported that the City held various liens against Lots 7 & .
<br /> 8, in Block 1, Lill's Addition, aggregating to the.sum of .;lJl,344.32, and that
<br /> to protect these liens he had issued a check on the revolving fund in the sum
<br /> of $5100.90 ,b eing the amount of the del inquen t taxes agalns t the se lot s, and had
<br /> secured a deed from Lane County to the City. On m0tion the ac twas confirme d by
<br /> the Council. 0

<br /> A letter from R. VI. Smyth of the State Bank of' Park :Rapids, Minn., represent
<br /> ing Mr. H. E. Stevens, was read, cOl1ve,y-ing Mr. Stevens offer to sell the tract of
<br /> 1311d South of the present Aviation field consisting of about 86 1/3 acres at a
<br /> pI' ic e 0 f $150 pe l' acre and an al t ernat eproposi t ion to lease thi s trac t to the Ci t
<br /> at an annual rental of ~600. Doctor S. D. Reid stated to the council tha t he hel
<br /> an option on this land with a contract and deed in the bank, and that he had in-
<br /> I vested a considerable sum in carr.Sling this option and requested that if the C i t y
<br /> II
<br /> :' saw fit to purchase this tract that they purchase from him, so that'he might I
<br /> pI' ote ct his inve st ment , and offered to deliver the property to the City for the
<br /> same price offered by Mr. Stevens. The Council be ing of the 0 pinion that the re
<br /> were no funds availa'bl e for the purcha se of addi t i onal grOllnd and that the City
<br /> II was not in a position to accept, any proposition, ordered the proposition laid on
<br /> " the table.
