<br />0' clock P. 1\1., :March 10, 1930. Counci 1 was called to order by Mayor H. E . Wilder
<br />with all Councilmen present, except Reid.

<br />Minutes of the regular meeting of February 10, 1930, and of the adjourned
<br />meeting of February 24, 1930, were read and approved..
<br />
<br />Attorney Dan Johnston appeared for the Prudential Insurance Company asking
<br />that they be allowed to protect their interest in the South 56 feet of Lot 6,
<br />Block 17, Hendrick's Amended Addition, recently purchased on March 1st at the
<br />tax foreclosure sale, stating that they would be willing to meet all payments
<br />due and taxes paid by the City. On motion it was ordered that the request be
<br />granted and that the Mayor and Recorder execute proper deeds upon payment of the
<br />amoun t s due. - .

<br />A request of the John Knox tabernacle to put up a banner across the street
<br />was referred to the Building Inspector.
<br />
<br />Mr. M. 1'.1. 1\1iller, Government Mil];;: Inspector, addressed the Council upon the
<br />subject generally and milk conditions in Eugene, and recommended certain changes
<br />in the City Ordinance to conform to the government regulations.

<br />The following resolution was read by Mr. Washburne, Chairman of the JucUciary
<br />Committee, and on motion, duly seconded and carried, was adopted:

<br />Whereas, heretofore there has been pr'esented to the Common Council of the
<br />
<br />I
<br />
<br />City of Eugene, a petition asking that the City Council as such, take some steps
<br />to alleviate the labor situation, by reqUiring contractors and others to pay 62;}
<br />cents per hour for common labor, which petition was presented by the Central
<br />
<br />Labor C.ouncil on behalf of the Hod Carriers and general laborers, Local No. 685,
<br />
<br />and
<br />
<br />vTrlEREAS, the Judiciary Committee and the City Attorney have made a careful
<br />
<br />investigation of the matter and have had a meeting with the petitioners, and said
<br />
<br />committee reports that the Council is without power to do more than recommend
<br />
<br />better wage conditions, and
<br />
<br />WHEREAS, it appears to the Common Council that the character of the work is
<br />
<br />such that no laborer is able to put in a full year's work, and that the wage paid,
<br />taken together with the inability to work throughout the year, has placed a very
<br />
<br />great hardship upon the trade mentioned, and
<br />
<br />WHEREAS, there is now among the ordinances of the City of Eugene one which
<br />goes as far in the establishment of a wage scale as the City can legally go,
<br />
<br />THEREFORE, the City of Eugene, through its Common Council, upon advice from
<br />
<br />its judiciary committee, desires to extend to the petitioners their sympathy and
<br />
<br />I
<br />
<br />their desire to aid in any way that the law will permi t them, and do hereby re-
<br />commend to all contractors and others that wherever it is possible to raise
<br />
<br />the wage scale that it be done, to the end that all of our citizens shall have
<br />
<br />a living wage, and the general prosperity of the City advanced.

<br />On recommendation of E. Large it was ordered that the Cash Register for the
<br />Treasurer's Office be purchased at the $50.00 increase in price over original
<br />agreemen t.
