<br />An Ordinance for the prevention of obstruction of streets in the business
<br />district of the City of Eugene by peddlers and vendors, using the streets as a
<br />place .fromwhich to vend wood, fruits and other products, was read the first time,

<br />pension of the rule, and was placed on its final passage. The ayes and nays were

<br />An Ordinance declaring the playing of musical instruments, loud speakers,
<br />talking machines, and similar instrumentalities in the open air or in openings
<br />so as to project into the open air with the limits of fire zone No.1 of the City
<br />of Eugene, a nuisance, and forbidding the operation of the same without having
<br />first procured a permi t therefor, was read the second time and laid over.

<br />An Ordinance segregating certain assessments heretofore made by the City
<br />of Eugene, Lane County, Oregon, was read the first time, and passed its second and
<br />third readings by title by unanimous consent under suspension of the rule, and was
<br />placed on its final passage. The ayes and nays were called, all councilmen voting
<br />aye, nay, none, absent Monroe, Washburne, and Large. The Ordinance was declared
<br />passed and numbered 7761.

<br />Eleven Sidewalk assessment ordinances were read the first time and laid

<br />The Air Port Committee by Mahlon Sweet, Chairman, reported the following
<br />conclusions regarding the port development:
<br />1st. The location and size of the pI' esen t fie Id are sa ti sfac tory wi th one
<br />exception, that being the small area at the northeast corner or the field should
<br />be added to the field to complete the rectangle.
<br />2nd. The field should be immediately lighted with boundary, obstrution
<br />and flood lights. .
<br />3rd. Two additional diagonal runways should be constructed, one southeast
<br />and northwest and one northeast and southwest.
<br />4th. The area on the north end of the field should be cleared of trees.
<br />5th. To provide money for this development it is recommended that a one
<br />mill tax be levied for two years provided for by consent of the voters of Eugene.
<br />
<br />Peti ti ons signed by a considerable number of ci tizens and tax payers of
<br />the City of Eugene were filed requesting the Council to call a special election
<br />to submit, the question of levying an annual tax of one mill for the purpose Of
<br />enlarging, developing, and improving the municipal airport.

<br />The following is a resolution to authorize an election to make a special
<br />levy on the airport. It was read and on motion adopted.

<br />there be submitted to the electors of the City for their approval or rejection at

<br />a special election to be ordered and held in the City at a time to be fixed by
<br />
<br />the. Common Council, .the, ann.exed Charter Amendment, entitled:

<br />An Act to amend the G.har'ter 'of the City of Eugene by adding a new Chapter
<br />thereto., aut~oa~~~A~i~d ~mBowe~i~~ the Common Council of the City of Eugene, for
<br />the purpose of^Q~&to~nl,amaPH~~~~ng and supervising the municipal airport of
<br />the City, to include in its general tax levy each year for the years 1930 and 1931,
<br />such special levy as shall be required in the judgment of the Co.niUon Council,
<br />which shall produce not to exceed $14,000.00 in the year 1930, and not to exceed
<br />$14,000.00 in the year 1931, all in.excess of the 6 per cent constitutional limita-
<br />tion upon the ci ty' s tax levy.
