<br />31~ <br /> <br />__ - - - _c__ __~. __ ~ _~~_--=-=-=-=.~--=.:::::-=_ _ ~_=~-=-.=-~ =--=-==--:..::::::::--=-:.:....-==---~_ ~-=-___..:.:_:::..:...~'":=--=-=--= -=-=-=- . ___ ~_. ____ _--::::=::;~___ _____________ ___~~~_:::::'._.._~_::::___==_~~ <br /> <br />I <br /> <br />thereto, authorizing and empowering the Common Council of the City of Eugene, for <br />the purpose of acquiring real estate for, improv Lng, developing, maintaining and <br /> <br />supervising the city municipal airport, to include in its general tax levy each <br />year for the years 1930 and 1931, such special levy as shall be required in the <br />judgment of the Common Council, which shall produce not to exceed $14,000.00 in <br />the year 1930, and not to exceed $14,000.00 in the year 1931, all in excess or the <br />six per cent. constitutional limitation upon the city's tax levy. <br /> <br />1~ <br /> <br />~.. <br />;~ <br /> <br />. , <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br />BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE, OREGON: <br /> <br />Seation.l: The Common Council is hereby authorized and empowered each <br />year to levy and collect for the tax year 1930, taxes not to exceed $14,000.00, <br />and for the tax year of 1931, taxes not to exceed $14,000.00 upon all prpperty, <br />both real and personal wi thin the limi ts of the City of Eugene, not exempt from <br /> <br />taxation, for the purpose of improving, developing, maintaining and supervising <br /> <br />the City's municipal airport, including the puwer and authority to acquire addi- <br />tional real estate or rights of any character neces~ary to the improvement and <br />development of the airport, in the discretion of the Common Council. <br /> <br />I <br /> <br />Section 2: The proceeds of such levy, when collected, shall be placed <br />in a separate fund to be known as the municipal airport fund, and kept separate <br />alJ,d apart from other funds of the Ci ty. The money reas lized ror municipal air- <br />port purposes under this act shall be paid to the Ci ty Treasurer who shall deposi t <br />the same and keep it in the said municipal airport fund. <br />Section 3: That the money shall be disbursed 'by the Common Council by <br />warrants drawn upon said fund, each warrant to be signed by the Mayor and City <br /> <br />Recorder, and said funds to be expended for no other purpose ,than those authorized <br />in this act. <br /> <br />Section 4: That should it not require all of the money realized from this <br /> <br />tax for the purpose of developing, improving, maintaining and superVising such <br /> <br />, , <br />municipal airport, or in acquiring additional real estate therefor, then in that <br /> <br />event the surplus shall revert to the general fund of the city and be used for <br /> <br />general purposes. <br /> <br />Section 5: There is hereby submitted to the people of the city of Eugene <br /> <br />the question whethe'r taxes provided for in this charter amendment shall be levied <br /> <br />I <br /> <br />by the city in the. years 1930 and 1931 in ,excess of the amount of taxes levied by <br />the city for the preceding year, plus six per cent thereof, for the purpose of <br />complying with the provisions of this act; and a vote upon the enactment of this <br />act by the peop+e of the city shall const~tute a vote on the question of so ex- <br />ceeding the ~ix per cent constitutional limitation upon the city's t~~ levy. <br /> <br />Mr. Ash from the service station at Walnut and Franklin Blvd. stated'that <br />the Building Inspector had objected to the position in the street of the support- <br />ing post for the Shell Company sign. He was advised that Mr. Rundlett would take <br />no further action until the Shell representive returned to Eugene, and that the <br />Shell Company should move back the post within the property line. <br /> <br />~ <br />
