<br /> I Minutes of the adjourned meeting of the Common Counciil, held at the hour
<br /> of 7-:30 0' clock P. M., October 27, 1930. Council was called to order by Carl G.
<br /> Washburne, President of the Council, presiding in the absence of Mayor H. E. {':9'

<br /> Attorney Clyde Johnston presented a petition of the Recreation Pa~lor
<br /> that they be permitted to operate bowling alleys on Sunday. After a brief dis-
<br /> cussion, the matter was referred to the Judiciary Committee.
<br /> County Officer, M. J. Thompson, called the attention of the Council to the
<br /> practice of dumping garbage along South Alder Street, and at his request County
<br /> Engineer Morse also discussed the subject briefl~, and'they were advised that the
<br /> matter would be taken care of by the Police Department.
<br /> Mr. ROllins, representing the Standard Oil Company, asked the consent of
<br /> '. the Councilo,for a lease agreement between the Standard Oil Company and the Hobl
<br /> Airways Company for installation of modern gasoline, oil and water equipment at
<br /> the aviation field, and this matter was refer~d to the Judiciary Committee and
<br /> Oi ty Attorney.
<br /> Finance Committee Chairman Large recommended that the City purchase for
<br /> sinking funds $3000.00 City of Portland 4% Water Bonds at par, and on motion it
<br /> was so ordered.
<br /> Chairman ~arge of the finance committee recommended that the bill of Hal
<br /> Hall for 19 days work in the Police Department in the sum of $76.00 be paid. The
<br /> ayes and nays were called, all councilmen voting aye, nay, none, absent Monroe.
<br /> Attorney S. M. Calkins reported that the Finance Committee, Attorney, and
<br /> Recorder had met with the interested parties regarding the acquiring of 4.71 acres
<br /> at the Northeast corner of the aviation tract and had made an offer of $1,250.00
<br /> for the land, and that they had received later a counter proposal to sell for
<br /> $1,500~00. Motion was made, seconded, and carried that the City be authorized to
<br /> offer $1,500.00 for the purchase of this tract.
<br /> I Street Committee Chairman Lamb, reporting on the petition to grade and
<br /> gravel Taylor S.treet between Seventh and Eighth Avenues, recommended that the
<br /> Street be improved by grading and graveling from Eighth Avenue North to alley
<br /> between Seventh and Eighth Avenues. On motion the recommendation was adopted.
<br /> Chairman Reid of the Sewer Committee recommended that the City, at its
<br /> OWA expense, clear out and straighten the ditch running along the East side and
<br /> Northwesterly to 24th Street, near the Masonic cemetary, and expressed the opinion
<br /> of the sewer committee that it could be taken care of for about $200.00 to $2pO.00
<br /> On motion the City Engineer was authorized to proceed with this work.
<br /> A communication of the Police Committee, with reference to the cooperation
<br /> of the Police and Sheriff Departments, was read and placed on file.
<br /> Police Committee also recommended that Elmer Geiger b~ appointed as
<br /> Captain of Police and the salary advanced from $125.00 to $135.00 per month,
<br /> . . commencing November 1st, and his salary to be paid on regular pay roll, and that
<br /> Claude Romaine be designated as Desk Sargent. Moti-on was made and seconded to
<br /> oonfirm the action of the Police Committee. The ayes and nays were oalled, all
<br /> counoi lmen voting aye, nay, none, absent Monroe.
<br /> City Attorney Calkins stated that he had been going into the construotion
<br /> of the ordinance relating to appointment of resident labor on public contraots,
<br /> and that he was preparing an ordinance which in substance would provide that ,so
<br /> called leads on contractor's work might be brought in from outside, but that
<br /> further than this only local labor within Lane County could be employed on the
<br /> work, and that this would probably be the interpretation of the present ordinance,
<br /> unless he receives some further light on the subject.
<br /> Mr. Calkins also reported that former City Councilman Simmons and former
<br /> Mayor Williamson had stated that at the time the amazon ditch was put through the
<br /> Patter'son tract that it was their understanding that Mr. Patterson should be
<br /> allowed $200.00 as damages. A motion was made and seconded that the City allow
<br /> I Percy Patterson $200.00 as damages and that the same be given by deducting this
<br /> amount from assessments against metes and bounds description, principal $31.32,
<br /> interest $11.28, total $42.60 as shown in Book I, page 87, line 8, and interest
<br /> on Lots 5 and 8, Block 3, Pearl Addition $155.28, prinCipal $2.12, total $157.40,
<br /> said deduction to be made on the Lien Docket whenever Mr. Patterson delivers to
<br /> the City a deed to the Amazon right-ot-way through his property.
<br /> A communication from R. W. Rundlett, Building Inspector, briefly reviewing
<br /> the Long Beach Pacific Coast Building Off!cials Conference, was read and filed.
<br /> The ~ecorder presented the offer of Jesse G. Wells, Attorney, to purchase
<br /> .~ from the City the certificate of sale, now held by the City dated May 3rd, cover-
<br /> ing the South 45 feet of Lot 3, Block 5 Cheshire's Fi t Addition d
