<br /> emergency.", by adding thereto a provision making it unlawful to park or leave
<br /> stand any vehicle upon 13th Avenue East between Alder Street and Onyx Street in
<br /> I the City of Eugene, between the hours of 8 o'clock A. M. and 5 o'clock P. M.,
<br /> except Sundays, and declaring an emergency, was read the first time, and passed
