<br /> Minutes of the adjourned meeting of the Common Council, held at the hour I
<br /> of 7:30 o'Qlock P. M., November 24, 1930 . Council was called to order by Mayor
<br />'-:"'"'; H. E. Wilder, with all Councilmen present except Monroe and Reid.

<br />X Mr. Jo,e Sapp _of 330 West First Street complained that the alley in Block
<br /> One of Shelton's First Addition was used by the Fuel Company as a loading dock,
<br /> and that he was shut out from his own property by such use of the alley. The
<br /> matter was referred to the Street Committee and .Street Commissioner.
<br /> Street Committee Chairman Lamb reported in regard to the improvement of
<br /> the alley between 19th and 20th streets and Onyx and Emerald streets, about which
<br /> there had been considerable discussion before the Council, that to settle the
<br /> matter they had caused the petition to b& circulated among the property owners,
<br /> but could get .no signers 8:lld therefore could no~ ree:ommend the improvement of this
<br /> a~ley. .

<br /> I The petition for a street light on Hilyard street about midway between
<br /> Broadway and the Mill Race was read, and on motion of Chairman Hendershott of the
<br /> Fire and Water Commi t t~e :l t was ordered ins talled.
<br /> Mr. Hendershot t also recommended tha t one light be installed at some suit-
<br /> able place on Spring Boulevard in re sponse to the reque st of property owners of
<br /> that neighborho~d, and on motion it was so ordered.
<br /> A co mal1l:l.llica tion from NePage McKenny Co.,' asking for the balance of the
<br /> payment of $560.00 was r~ad, and the Recorder w~s instructed to advise them that
<br /> t~e payment will be made when they have complied with their contract.
<br /> A communication from t'he Pacific Greyho-qud Lines, Inc., asking for the
<br /> I e~imination of the stop street at Willamette and Broadway intersection, was dis~
<br /> cussed, and the Recorder was instructed to comaninicat,e wi th the State Traffic
<br /> Department as to the right of the City to substi:tute a "slow" sign in place of the
<br /> stop street sign at this point. "
<br /> At this time Councilman Reid appeared in Council. I
<br /> A petition for the grading and graveling of Indiana Avenue between Agate
<br /> and Columbia Streets was read, and on motion of Chairman 'Lamb, duly seconded and
<br /> carried, t~e petition was granted.
<br /> A oomm~nication from the National Billiard Association of America by Thos.
<br />I H. Boylan, Sec.t"etary-tJounsel, relating to the restriotion of .gaming wi th cards
<br /> and other gaming devices in public billiard rooms and a suggested regulatory
<br />I ordinance were presented to the Gouncil, and motion was made, see onded, and
<br /> carried that they be laid on the table.
<br />I An Ordinance providing for the disposition of motor vehicles coming into
<br /> the hands of the Police Department of the City of Eugene, through abandonment by
<br /> the owner, arrest, or otherwise was read the first time, and passed its second
<br /> I and third reaQing by title by unanimous consent under suspension of the rule, and
<br /> was placed on its final passage. The ayes and nays were called, all Councilmen ..
<br /> vo ti ng aye, na,y, none, absent, Monroe. The Ordinance was declared passed and
<br /> numbered 7955.
<br /> An Ordinance levying assessments for grading Indiana Avenue from the East
<br /> lin.e of Columbia Street to the West line of Van 'Ness Street, in the.City of Eugene,
<br /> I Lane County, O.regon, having been read the first time on November 10th, 1930, and
<br /> regi stered notices for protest having been sent, and now no protests being receiv-
<br /> ed, said ordin~nce was read the second time, and passed its third reading by title
<br />II by unanimous conaent under suspension of the ru~e, and was placed on its final
<br /> passage. The ayes and nays were called, all present voting aye, nay, none, absent
<br /> MollI' oe . The O,rc1lnance was declared passed and numbered 7956.
<br /> Seventeen Sidewalk Assessment Ordinances, having been read the first time
<br /> on November lOth, 1930, and registered notices for protest having been sent, and
<br /> now no protests being received, said ordinances were read the second time, and
<br /> passed thei.r third readings by ti tle by unanimous consent under suspension of the
<br /> rule, and were placed on their final passage. The ayes and nays were called, 1,4
<br /> all present voting aye, nay, none, absent Monroe. The Ordinances were declared
<br /> passed and numbered consecutively from 7957 to 7973, both numbers inclusive.
<br /> An Ordinance to improve Indiana Avenue from the West line of Agate Street
<br /> to the West. line of Columbia Street in the City of Euge.ne, Oregon, by grading
<br /> and graveling the same was read the first time, and passed its second and third
<br /> readings by title by unanimous consent under suspension of the rule, and was
<br />I placed on its final passage. The ayes and nays were called, all present voting
<br /> aye, nay, none, absent Monroe. The. Ordinance was declared passed and numbered 797 .
