<br />Minutes of the adj ourned meeting of the Common Counoil, held at the
<br />hour of 7:30 o'olock P. M." January 26, 1931. Counoil was oalled to orde~ by
<br />Mayor H. E. Wilder, with all Counoilmen present.
<br />
<br />The owne,rs of the MoDonald Theatre Building presented a request, for
<br />sign installation, and the matter was referred to the Building Inspeotor and
<br />Board of Appeals, with power to aot.
<br />
<br />An application of the General Petroleum Company, by C. J. Honan, re-
<br />questing permission to make three driveways at 17th and Willamette Streets of
<br />widths of fifteen, - twenty-rour, and thirty reet, was read. Motion was made,
<br />seoonded, and carried to grant the reques~.,
<br />
<br />Bids for auditing City Reoords for the year 1930 were reoeived as

<br />On motion the bids were referred to the Judiciary Committee with power to act.

<br />Councilman Large reoommended that the Treasurer be instructed to buy
<br />rrom the State Treasurer 1'01' sinking fund purposes, aut of any f~nds available,
<br />bonds of the City of Eugene in accordance with the terms of the ~tate Treasurer's
<br />letter to Recorder Bryson, dated January 19, 1931. A moti on was made, seoonded,
<br />and carried to adopt tihe recommendation.

<br />An offer of Jesse J. Hooker to sell the Oi ty two small beavers for
<br />$25.00 was read and laid on the table. -
<br />
<br />On motion the Recorder was instructed to draw on the revolving fund
<br />the sum of $10.00 for annual membership dues to the National Conference on Oit,y
<br />Planni~g.

<br />An of reI' of the Eugene Gonc,rete Works, by Howard !1:all, to purchase from
<br />the City a triangular tract of land, lying West of Lot five, Blook Eleven,
<br />Sladden's Third Addition, and East of Blair and South of Second Avenue for the
<br />sum of $600.00, and as a part of the consideration to pay all liens against said
<br />Lot five, Block Eleven, and to secure the p~ment of the said $600.00 p~chase
<br />pri ce by a mortgage back to the Ci ty on the North 100 feet of the triangular
<br />traot to be purchased and the North 100 feet of said Lot five, was presented to
<br />the Counoil, and a motion was made, seconded, and carried to aocept the offer.

<br />The application of L. O. O. Moose Lodge No. 686 for a dance hall per-
<br />mit, approved by Chief Hall, was on motion granted.
<br />
<br />Annual rep ort of Dr. S. M. Ker ron was read and placed on file.
<br />
<br />Reports of the Hobi Airways Gompany for the mon ths of November and
<br />December were read and placed on file.
<br />
<br />The annual reports of the Building Inspector, R. W. Rundlett, and Police
<br />Matron, Mrs. M. S. Ady, for 1930 were read and placed on file.
<br />
<br />A,financial state$ent of the City of Eugene, as shown by the Officers
<br />or- Recorder and Treasurer, together with the Recorder's analysis of the features
<br />of City finances, was presented and filed.
<br />
<br />Five Sidewalk Assessment Ordinances were nead the second time and this
<br />being the time for hearing of objections, obje otions were called for and none
<br />heard, and on motion the ordinances were read the third time under suspension
<br />~of the rule and were placed on their final passage. The ayes and nay were
<br />called, all present voting aye, nay, none. The Ordinances were declared passed
<br />and numbered from 8005 to 8009, both numbers inclusi ve.

<br />Two Sidewalk Improvement Ordinances were read the first time, and
<br />passed their second and third readings by title by unanimous consent under sus-
<br />pension of the rule, and was plaoed on their final passage. The ayes and nays
<br />were called, all present voting'aye, nay, none. The Ordinances were declared
<br />passed and numbered 8010 and 8011.

<br />City Attorney Calkins explained the legal phases of the assessment of
<br />cement sidewalks on the East side of Willamette Street from Sixteenth Avenue to
<br />Hospit,al Drive, after which an Ordinance reassessing the oost of constructing
<br />a sidewalk on the East side of Willamette Street from Sixteenth Avenue to
<br />Hospital Drive. in the City of Eugene, Oregon, and fixing a time and place for
<br />the hearing of objections, and directing the giving of notie:es was read the
<br />first time, and passed its second and third readings by title by unanimous
<br />consent under suspension of the rule, and was placed on its rinal passage. The
<br />ayes and nays were called, all councilmen voting aye, nay, none. The Ordinance
<br />was declared Passed and numbered 8012.
