<br />Minu tes of the regular monthly session of the Common Council, held at
<br />7:30 o'clock P. M., February 9, 1931. Council was called to order by Mayor H.
<br />E. Wilder with all Councilmen Present, except Reid.
<br />
<br />Minutes of the regular meeting of January 12th, 1931, and of the adjourn-
<br />ed meeting of January 26th, 1931, were read and approved.
<br />
<br />Counc ilrnan Large, Chairman of the Finance Commi t t ee, rec ommended that the
<br />estimate of E. N. Peterson for the improvement of Thirteenth Avenue from Olive
<br />street to Charnel ton Street by constructing a sewer be paid in the sum of $168.14.
<br />On motion, the recommendation was adopted. The ayes and nays we're called, all
<br />councilmen voting aye, nay, none, absent Reid.

<br />The Judiciary Committee by Chairman Edwards reported that they had let
<br />the contract to G. H. Tyson for auditing the City books as the next best bidder,
<br />on accowit of the very slight differenoe between his bid and the lower bid, the
<br />Ci ty having taken into consideration his past experience in audi ting the city
<br />records and familiarity with the city methods as more than offsetting the slight
<br />difference in cost. On mos~ion, the act of the committee was confirmed by the
<br />council.

<br />The Judiciary Committee also reported that they recommended that the City
<br />Attorney be not employed in the trial of the Dutchuk case. The recommend.ation
<br />was adopted by the Covncil.
<br />
<br />The Fire and Wat er Commi t tee, by Chairman Hendershott, reported favorably
<br />a petition for the installation of two fire hydrants on Victoria Heights to be
<br />installed at the points where fire plugs have been provided, and a motion was
<br />made, seconded, and carried to adopt the recommendation.
<br />
<br />The Heal th Commi t tee, by Chai rman Zumwal t, re ported progre ss on the
<br />garbage ordinance and also called attention to a nuisanc.e at 23rd and Alder"
<br />Streets.

<br />The Police Committee, by Chairman Simon, made a report of activities of
<br />the Police Department during th~ month of January.
<br />
<br />. Mayor Wilder reported too t there was a vacancy on the BCfa!',d", of Appeals,
<br />by reason of Lee Cook having left the City, and appointed to succeed him Edgar
<br />Martin. The appointment was on motion confirmed by the Councll.

<br />The Mayor also reported, after conference wi th the Park Board, a recom-
<br />mendation that the double cabin in Riverside Park be fixed up as permanent living
<br />Quarters for Park Superintendent Farmer at an estimated cost of $200. Motion
<br />,was made, seconded, and carried that this be done.
<br />
<br />At this time Mayor Wilder was excused from attendance and President of
<br />the Council, E. Large, presided over the ensuing mat tel's of the Counc il. '
<br />
<br />Mr. R. A. McCully presented a reQuest for extension of time for the
<br />payment of assessments against the North 60 feet of Lot 4, Block 14, James HUddles
<br />ton Extended Addit,ion, owned by O. F. Knox, shown in Lien Docket 5, page 243,
<br />in Book L, page 171, and a motion was made, sedonded, and carried that the exten-
<br />sion of time be granted qn condition of a present payment to be made of all
<br />interest to date and one-fourth of the principal balance wi th the remaining three-
<br />fourths to be paid in three eQual annual payments in February of 1932, 1933, and
<br />1934.

<br />Reports of the Building Inspector and the Eugene Public Library for the
<br />month of January were read and placed on file.
<br />
<br />A petition for the opening of Mill Street, from the South line of Lot
<br />5, Block 10, Original PIa t of Eugene to the South line of Fifth Avenue if produced
<br />East and Fifth Avenue East from the East line of Lot 8, Block 10, Original Plat
<br />of Eugene to the west, line of ThUll Street, if produc:ed South was read, and motion
<br />was made, seconded, and carried that the Council proceed with this matter accord-
<br />ing to char ter.
<br />
<br />A peti ti on for a Street Lig? tat, 22nd and Jefferson Stree ts was referred
<br />'to the Fire ana Water GOfIllui ttee.
<br />
<br />M. D. Koupal presented a reQuest for an aerial at 2242 Fairmount Blvd.,
<br />and on motion the same was granted.
<br />
<br />The application of J. F. Strai t for hotel permit at 88 West 8th Avenue,
<br />approved by Chief of Police, R. W. Hall, was on motion granted.
