<br />RESOL1TED: That the Common Council of the City of Eugene, Oregon, deems
<br />I

<br />, . it expedient and necessary to open, layout, and establi sh the alley between
<br />
<br />Monroe Street and Adams Street ~nd First, A venue to Second Avenue in Eugene, Lane
<br />
<br />County, Oregon, and that t,he City Engineer be and is hereby directed to make a
<br />survey of the same, to mark the boundaries thereof, to make a plat thereof and
<br />make and file a written report containing a full and complete description of such
<br />alley and the boundaries thereof and of the portions of each lot, part of lot or
<br />
<br />.

<br />An Or<linance accepting aLl: offer or Howard A. Hall and directing the Mayor
<br />and City ReCOr(ler t,o execute conveyances and accept a mortgage in pursuance of the
<br />offer was read the first time, and passed its second and third readings by title
<br />by unanimous consent under suspension of the rule, and was placed on its final
<br />passage. The ayes and nays were called, all present voting aye, nay, none, absent
<br />Reid. The Ordinance was declared passed and numberedo8013.

<br />An Or(Unance levying assessments for the construction of a concrete side-
<br />walk on the East side of Willamette street from 16th Avenue to Hospital Drive was
<br />read the first t,ime, and due notice of hearing of objections having been given ob-
<br />jections were ealled for. Mike Dewey and Calvin Pryor personally appeared before
<br />the Council an(1 ent ered their objecti ons to said assessment, and writ ten obj ection
<br />of L. E. Henniger and G. L. Teshner were read, toget,her with a written request of
<br />F. X. and G. F. Schaefers for an additional ten days in which to present a formal
<br />protest against the proposed assessments. Whereupon a motion was made, seconded,
<br />and carried that the proposed ordinance and proposed assessments be continued on
<br />consideration of the same and objections thereto until the next regular meeting
<br />of the Council on February 24th.

<br />Whereas, on the 27th day of October, 1930, the City Attorney was author-
<br />ized by the Council to proceed with the various interested parties in the matter
<br />of a settleaent> of the purchase price of 4.71 acres at the Aviation Field, and
<br />pursuan t e thereto an agreement was reached 1"01' the transfer of said land to the Ci t'
<br />at a consideration of $1500.00, and in carrying out the necessary completion of
<br />negotiations the City Recorder and Mayor issued City Warrant No. 35889 to W. B.
<br />Dillard, Count;y- Glerk, and the City Treasurer has cashed said warrant and now
<br />holds the same as an investment of the Sinking < Funds of the City with the under -
<br />standing that the same shall be held by him and paid out of the Aviation Fw:;i.d Levi. s,
<br />subsequent to the payment of all warrants to Stien Bros. in accordance with their
<br />c ontrac t.

<br />Now, Therefore, be it resolved that all acts and things done and recited
<br />herein be and are hereby ratified and confirmed as had done and pe'rformed under
<br />full authority and approval of the Common Gouncil and of the same force and effect
<br />as if now done a t this time. n

<br />The motion was made, seconded, and carried to adopt the resolution. The ayes
<br />and nays were called, all councilmen voting aye, nay, none, absent Reid.

<br />An offer of Raffie y Rug h to se 11 to the C it y a trac t of about 18 acre s on
<br />the East side of South Willamette Street, referred to as the Tschanz and Dunn
<br />tracts, for a consideration of ~2500 with a cash payment of $500 and balance on
<br />long interest period: subject to Gity Liens and Taxes, was referred to the Finance
<br />and Judiciary Committees.

<br />Councilman Lamb moved that t.he City grant to Claude Jackson, Mechanic,
<br />leave of absence to take a three days course in the Portland Ford School for
<br />mechanics with an est;imated allowance of $30.00 for expenses, and that the Recorde
<br />be authorized to advance his expenses out of the revolving fund. Motion was
<br />seconded. The ayes and nays were called, all councilmen voting aye, nay, none,
<br />absent Reid.
