<br />Minutes of the adjourned meeting of the Common COlUlcil, held at the hour
<br />of 7:30 o'clock P. M., February 24, 1931. Council was called to order by Mayor
<br />H. E. Wilder wi th all Councilmen present.
<br />
<br />The Judiciary Committee, by Chairman Edwards, recommended, after conferring
<br />with t,he University and City School Heads and considering the Cities interest"
<br />that it did not seem advisable for the City to accept the offer for the purchase
<br />of the 18 acre tract on South Willamette Street, and that the matter be dropped.
<br />On motion the recommendation was adopted.
<br />
<br />Chairman Large of the Finance Co[,runi ttee recommended that the following
<br />bills be paid.. The ayes and nays were called, all present voting aye, nay, none:

<br />ing estimates be paid.

<br />An estimate of the Eugene Sand and Gravel Co. for the 'improvement of Taylor
<br />Street from Eighth Avenue to 231 feet North of Eighth Avenue by grading and
<br />graveling in the sum of $680.20.
<br />An estimate of A. C. Mathews for the improvement of Indiana Ave. from Agate
<br />Street to Columbia Street by grading and graveling in the sum of $716.85.
<br />
<br />On motion, the recommendation was adopted. The ayes and nays were called, all
<br />councilmen voting aye, nay, none.

<br />Chairman Hendershott of the Fire and Water'Committee recommended that the
<br />petition for a. light at the intersection of 22nd 'and JeffeI'son Streets and also
<br />a~petition introduced at this time for a light in the center of Block Four,
<br />Skinner's Donation be granted. On motion the recommendation was adopted.

<br />Chairman Zumwalt of the Health Committee reported consideration cif nuisance
<br />complaints at locations on"South Alder Street, 21st and Tyler Streets, relating
<br />to an old dila.pidated builCiing and a trash nuisance on Alder' Street near the Bible
<br />University in City Outlook. r'
<br />
<br />City Attorney Calkins related the conditions of the proposed reassessment
<br />of the South Willamette Street sidewalk, and Attorney E. R. Bryson presented the
<br />protest of F. X. and G. X. Schaefers, Calvin Pryor, and Mike Dewey. A motion
<br />was made, seconded, and carried that the Council 'express 01 tself as favorable to
<br />a settlement with these objectors on a fift.)" per"cent basis, it be,ing understood
<br />that the settlement at this basis is to clear the presene interest of the City in
<br />a' certificate against this property held under previous'lien foreclosure. A
<br />motion was made, seconded, and carried that the Council finds and determines that
<br />the objections to the proposed assessment are not well taken, and that the same
<br />he overruled and denied and t,hat the reassessment ordinance prepared by the City
<br />Attorney be read. Vmereupon an Ordinance reassessing the costs of constructing
<br />a 'concrete sidewalk on the "East side of Willamette Street from 16th Avenue to
<br />H~spital Drive was read the first time and laid over.

<br />A written reQuest of James Mohammed for continuation of a street peddlers
<br />tamale license was denied on motion of Councilman Hendershott, duly seconded and
<br />carried. ' .

<br />The Recorder reported a collection of $234;12, refund of taxes paid on Motor
<br />Vehicle Fuel.'
<br />
<br />The Recorder called attention of the Councll to the Circuit Court Tax Fore-
<br />closure proceedings against various City property, upon which the City holds
<br />liens for public improvements, and asked advice as to the procedure to be taJcen
<br />in protection of City's holding at the Sheriff's sale of these properties in March.
<br />On motion the mat ter was referred to the Finance Commi ttee. C
<br />
<br />, An Ordinance regulating the playing of cards, dice or any other game which
<br />shall be played in any pool room or card room or similar resort in the City of
<br />Eugene, and also regulating places maintained for playing ffilCh games was read the
<br />fir st time and laid over. -,
<br />
<br />Four Sidewalk Improvement Ordinances were read the first time, and passed
<br />their second and third readings by title by unanimous consent/under suspension
<br />of the rule, and were placed on their final passage. The ayes and nays wel"e
<br />called, all councilmen voting aye, nay, none. The Ordinances were declared pas~-
<br />eQ, anQ numbered consecutively from 8014 to 8017, both nwnbers inclusive.
