<br />r 4:6 <br /> <br />y <br /> <br />~. <br /> <br />'" <br /> <br />At this time the Engineer's report and plat for the proposed opening of <br />Mill Street fJC'om the South line of Lot, 5, Block 10, Original Plat of Eugene to <br />the North line of Fifth Avenue if produced East in Eugene was submitted and <br />r~ filed. <br />1'" I <br />"'-.;.) ~ <br /> <br />An Ordinance adopting the survey, plat, and report of the City Engineer as <br />to ~e proposed opening of Mill Street from the S6uth lIne of Lot 5, Block 10, <br />Original Plat of Eugene to the North line of Fifth Avenue if produced East in <br />Eugene, Oregon, was read the first time, and passed its second and third reading <br />by title by UJlanirllouS consent under suspension of the rule, and was placed on its <br />final passage. The ayes and nays were called, all Councilmen voting aye, nay, <br />none. The Ordinance was declared passed and numbered 8026. <br /> <br />Mr. Burt Misto suggested that the present stop signs were not in a position <br />for good visibility. He also made the sugsestion that the City should make <br />Thirteenth Avenue East a through Street. The Council expressed appreciation of <br />his suggest,ions and assured him that this'was a subject which had already receive <br />much consideration. <br /> <br />I' <br /> <br />'-- <br /> <br />Chairman Zumwalt of t,he Health COlIltnittee outlined the plans for handling of <br />City garbage at the expiration of the Bray Bros. contract, and the following <br />matters prepared by City Attorney'Calkins, under the direction of the Health <br />Commi t tee, we,t:'e considered. <br /> <br />.. <br /> <br />An Ordinanc e pI' oviding for the di sposal of garbage, rubbi sh, trash and re- <br />fuse in the City of Eugene and providing regulations as to the manner of such <br />di sp 0 sal was read. the first time and laid over. <br /> <br />An Ordil~anc:e adop ting a garbage contract wi th Bray Brothers and direc ting <br />its execution by the Mayor and Ci ty Recorder was read tile first' time and laid ove . <br /> <br />An'Ordinance authorizing the execution of a contract~for the operation of <br />a garbage dump was read the first time ;:!.Hd.".laid over. wi th H.N. & Edna Elliott <br /> <br />An Opt ion to the City bj- Herbert M. and Edna M. Elliot t for the purcha se <br />of ten acres, more or less, and including roadway, the sarne being a metes and <br />bound description in the Southwest Quarter of the Southwest Quarter of Section <br />8 in Township 18 South ~f Range'3 West of the Willamette Meridian, at a price of <br />One Thousand Dollars was read, and ma ti on Inade, seconded, and carried to accept <br />the option, and an executed warranty deed was tendered to be held- in escrow by <br />the City. <br /> <br />I <br /> <br />Street Committee rec.eived bids of S. B. Finegan and Smith and Watkins for <br />hard rubber tires for the City Sp~inkling Wagon and installation thereof, each <br />bid being for $446.00. On motion it was ordered that the Street Committee award <br />the contract to'S. B. Finegan if the tires were satisfactory. <br /> <br />Councilman Simon moved that the Council grant leave of absence and expenses <br />to the Chief of Police to attend the Willamette University Police School to be <br />he Id on March 9th to 14th. The motion was seconded. and. carried. <br /> <br />Building Inspector Rund1ett submitted prelialinar~T blue prints of proposed <br />change~ in City Hall for Police Quarters. <br /> <br />Councilman Zumwalt aslced and on motion ViaS granted a six weeks leave of <br />absence. <br /> <br />.' <br /> <br />On mo tion the Council adj ou..rned. <br /> <br />R.
