<br />Minuties of the adjourned meeting of the Common- Council, held at the
<br />hour of 7:30 o'clock P. M., May 25, 1931. There were present Mayor H. E. Wilder
<br />and all members of the Counci 1. Meeting was called to order by the Mayor.
<br />
<br />The ~rudiciary Committee, by Chairman Edwards, reported regarding the
<br />jurisdiction of the City over the Riverw00d Park that they had obtained a search
<br />of the recorcls and from it it appeared that Eugene had no jurisdiction over
<br />,this park, and that the trac t referred to by Mr. Lindley was outside the Ci ty
<br />Limits, and tihat the City was in no position to take such action as Mr. Lindley
<br />proposed and that the matter should be indefinitely postponed. On motion duly
<br />seconded and carried the recommendation was adopted.

<br />The Finance Committee by Chairman Large moved that the City find that
<br />:the work donEl by the Salvation Army for the relief of unemployed in the City
<br />of Eugene dux'ing the past few months was actual emergency relief which the
<br />County and Ci.ty should ,have been called upon to meet a t the time, and that the
<br />County having paid $250.00 toward the meeting of this expense that the City
<br />should pay to the Salva tion Army $250.00 as its just proportion. The motion
<br />was seconded., The Ci ty Attorney expressed the opinion that this was not a
<br />p.roper aro.nicipal expenditure. The ayes and nays were called, Councilmen voting
<br />aye, Large, Ilamb, Hendershott, Zumwalt and Bond, nay, Reid, Simon and Edwards.

<br />Mr. Ilarge also reported an offer of Geo. H. Burr, Conrad and Broom of
<br />Portland, to sell the City $25,000 City of Eugene Refunding Bonds, issued
<br />December 1911., due December 1936 at a price of 103.50, and moved that the City
<br />buy these bonds at this price out of accrued sinking funds and that said bonds
<br />be retired. Motion was seconded and carried.

<br />ChaiI'man Lamb of the Street Committee reported that property owners
<br />out on West .Eaeventh Street between Almaden and Chambers Streets were asking
<br />for the construction of sidewalks along a driveway which was reported to be
<br />dedicated to the public. It appeared that there was no record of the acceptance
<br />of this dedication by the City and that existing liens against the attempted
<br />dedication have not been satisfied, this matter was referred to the Street
<br />Committee and. City Engineer for further investigation.

<br />Bids for the purchase of fire hose were opened and read and referred
<br />to t,he Fire and Water Committee and Fire Chief Nusbaum, with power to act.
<br />
<br />Chair'man Hendershott of the Fire and Water Committee moved that the
<br />Ci ty accept an offer of the Goodrich Silvertown rnc. to charge the regular 34 x 7
<br />tubes used in the tires of two city fire trucks, to GOOdrich air Container tubes.
<br />The eight AiI' Container tubes to cost $148.80, and they to allow the City $59.20
<br />for exchange acceptin~ the Rresent heav~ duty tubes at that valuation, leaving
<br />a net amount to be pa~d of ~89.60. Mot~on was seconded, and the ayes and nays
<br />were called, all Councilmen voting aye, nay, none.
<br />
<br />The Recorder reported that the temporary tabernacle at the corner of
<br />13th and Charnelton Streets has been razed, and that a request had been made
<br />that the bond. made guaranteeing the removal of this building be released, and
<br />on motion seconded and carried it was so ordered.

<br />Janitor Boyd's request that the Council determine the question of heat~
<br />ing method for next winter, and if necessary arrange for fuel, was referred
<br />to Mayor Wilder.

<br />The City Recorder stated that the State Mutual Building & ,Loan Assn. of
<br />722 South SpI'ing Street, Los Angeles, California, as Mortgagee of the Wallie
<br />Price property, of which the City has acquired title by foreclosure proceedings
<br />of a sidewalk lien contained in BOOk J, page 32, line 7, and on which the oi ty
<br />also held liens at Book J, page 103, for the Opening of Clark Street, and in
<br />Book N, page 30, for the grading and graveling of Clark Street, altogether
<br />aggregating approxima tely $228.00, de sired to purchase this property from the
<br />City to protect their mortgage interest and were willing to pay the City the
<br />full amount of all liens, penalties, interest and costs if the city would
<br />execute its deed in their favor. After some discussion the matter was referred
<br />to the Finance Gommittee and the City Recorder to report back at the next meet-
<br />ing of the Council.

<br />On motion of Chainmwl Hendershott of the Fire and Water Committee, duly
<br />seconded and carried, it was ordered that the Fire Chief, Mr. Nusbaum, be author-
<br />ized to attend the Firemen's Convention at Corvallis June 3, 4, 5 and 6th, with
<br />the expenses paid.
