<br /> new chapter thereto, authorizing and empowering the Common Council of the City
<br /> of Eugene t to purchase, rece ive , take and acquire by eminent domain or otherwise,
<br /> I within or without the corporate limits of the City, land and necessary or conven-
<br /> ient means of access thereto by roads, ways, streets, railroad spurs, bridges or
<br /> the lil\:e and to sell and or donate the same to the United States of Ame rica, as
<br /> the council of the city may deem best, for the construction thereon of a National
<br /> Soldier's Home or Homes, or branch or branches thereof, and. to issue and sell the
<br /> negotiable bonds of the City of Eugene in an amount not exceeding $250tOOO.00 and
<br /> in such amount as the Counci 1 may deem ne ce ssary, and to use the proceeds of such
<br /> bond is sue to pay for the same.
