<br /> I Minutes of the ad joumed meeting of t,he Common Council, held at the -J

<br /> hour of 7:30 o'clock P. M., July 27,1931. Council was called to order by Mayor :'l(
<br /> H. E. Wilder, wi~h all Councilmen present.
<br /> IvIr. Walter Leusadder appeared to put before the Council a plan of
<br /> Hospi tal Insurance for employees, and he was ad vi sed to talce the matter up wi th
<br /> the Health Committee.
<br /> Robt. E. Lee asked for a Taxi Cab Dri ve r' s License, and the matter was
<br /> referred to the POlice Conwittee.
<br /> Mr. Edwards, Chairman of the Judiciary Co@nittee, reported on the re-
<br /> Quest for reduction of plumber's license fees, recommending that the or di nanc e
<br /> be indefinitely laid on the table as any change in the license fees would not be
<br /> .' warranted with the present City budget at this time.
<br /> Attorney Immel, on behalf of the plumbers of the Ci ty, stated that they
<br /> are satisfied with the ordinance as it is. Councilman Hendershott suggested that
<br /> as a matter of convenience to plumbers that the license fees should be arranged
<br /> for Quarterly payments. On motion, duly seconded and carried, the reco~nendation
<br /> of tne JUdiciary Co@nittee was adopted.
<br /> Chairman Large of the Finance Committee recommended for payment the
<br /> bill of W. B. Baker f'or $1,195.00 and the bill of Hall & Shumway for $11.70.
<br /> Motion was made and seconded that the bills be paid. The ayes and nays were
<br /> called, all present voting aye, nay, none.
<br /> The claim of Mrs. Ralph Peckham for $14.00, damages for Canary Bird
<br /> and house plant caused by Citys burning of grass, 'Vvas on motion rejected.
<br /> Telegram from Blyth and Co. to Chairman Large of the Finance Co~nittee,
<br /> offering to sell to the City Power and Light Bonds and McKenzie Water Bonds, was
<br /> considered wi thout action.
<br /> I Chairman Lamb of the Street Conwittee reported that from the discussion
<br /> of the proposed Fifth Street Opening East of High Street with the parties inter-
<br /> ested there did not seem to be any urgent demand for relief at this time, and
<br /> recommended that the matter be laid over, and the recommendation was on motion
<br /> ad opt e d..
<br /> The growth of roots into the sewers at 20th and Alder Streets, inter-
<br /> fering with proper drainage, was called to the attention of the Council, and it
<br /> appearing that the City Attorney notified the supposed owners that this matter
<br /> would be considered at this Council meeting, but in the meantime the sale of
<br /> this property had been effected the Recorder was instructed to notify the new
<br /> o wne r s t ha t the Council would consider the matter of removing these poplar trees
<br /> at the next meeting.
<br /> Report of the Public LIbrax'y for the month of June was read and placed
<br /> on file.
<br /> .- Chief Hall, submitted the name of Henry Gallagher as an appointment for
<br /> Patrolman, and Mayor Wilder appointed Henry Gallagher as Patrolman at a salary
<br /> of $125.00 per month, the same to date from July 11th, 1931, that being the time
<br /> when he was temporarily placed on the Police force. Motion was made and seconded
<br /> that the appoin tment be com irmed by the Council, and that Iv~. Gallagher be
<br /> placed on the regular payroll of the Ci ty and hi s warrant be drawn at the time
<br /> regular salary warrants are drawn. The ayes and nays were called, all present
<br /> voting aye, nay, none.
<br /> The matter of weather proofing the new City Hall roof was considered,
<br /> and the Council were unanimously opposed to doing anything along that line.
<br /> The report of Hobi Airways Co. was read and placed on file.
<br /> The matter of sale of a lot on East 8th Avenue in County Survey No.
<br /> I 113 was referred to the Finance Co@nitt~with power to act.
<br /> Six Sidewalk Assessment Ordinances, having been read the first time on
<br /> July 13th, 1931, and registered notices for protests having been sent, are read
<br /> the second time and obj ecti ons called for and none heard., and on motion the
<br /> ordinances were read the third time under suspension of the rule and were placed
<br /> on their final passage. The ayes and nays were called, all Councilmen voting
<br /> aye, nay, none. The Ordinances were declared passed and numbered from 8250 to
<br /> 8255, both numbers inclusive.
