<br /> WHEREAS, The City of ],ugene is preparing data for submission to the Hospit-
<br /> alization Committee of the Veterans' Bureau, of a site for a proposed Soldiers'
<br /> j Home, which is to be authorized by a vote of the people at an election to be
<br /> called in the near future, and as a preliminary to such submi ssi on, surveys must I
<br /> be made, maps prepared, abstracts examined, options secured and a variety of ex-
<br /> I penses incurred, all of which are necessary to the furtherance of the pl::<Jl, and -
<br /> all of which has been authorized by statutory enactment and is to be autnorizecl
