<br /> A communication from the Oregon .Stat.e,FireMarshal, A. H. Averill, and
<br /> a draft of a proposed hill relating to tank wagons engaged in transportation of
<br /> volatile and flammable liquids was read and referred to the Judiciary Committee.
<br /> Application of Neomi Watson for rooming house ,permit at 68 West lOth
<br /> Street, having the approval of R. W. Hall, Chief of Police, was on motion granted.

<br /> . Reports for the month of August of the Police Department , Building
<br /> Inspector, and ,the EUgene ,Public Library were read and placed on file.
<br /> City Engineer Clubb reported the cutting or burning of grass on 1224
<br /> lots owned by 631 owners at a payroll cost of $1,242.50, and that the amount on
<br /> the books due the Oi ty was $1,598.00..
<br /> Mr. ,Glubb also reported the completion of the following contract acoord-
<br /> ing to the specifications:
<br /> "Paving the alley between Thirteenth Avenue and Fourteenth Avenue from
<br /> Hilyard to Alder Streets.

<br /> I too t the Ci ty is authori zed to buy its own war ran ts for sinking funds.
<br /> ,The following resolution was read and motion made, seconded, and carried
<br /> to adopt the same:
<br /> " RESOLUTION
<br /> Whereas, the Oi ty of Eugene lias money on hand in what is known as the
<br /> City Hall Bond ~inking fund to the amount of approximately $40,000.00, and
<br /> Whereas there will be no need to use any of said fund for the retire-
<br /> ment of the bo~ds of said issue for more than six months, towit, for approximately
<br /> four years t ' /
<br /> . Therefore, Be It Resolved by the Common Council of the City of Eugene,
<br /> that the Oity Treasurer be and he is hereby ordered to invest such portions of
<br /> the above named fund in such outstanding warrants of the City of Eugene, as shall
<br /> be recommended in writing by the Finance Committee of the City.Council, from time
<br /> to time. n
<br /> An Ordinanee repealing Ordinance No. 8260, entitled ,"An Ordinance orderi
<br /> a special elec~ion ~or submitting to the electors of the City of'~gene, Oregon,
<br /> at such special election to be held on the 15th day of September, 1931, the follow
<br /> ing proposed amend~ent to the Charter of the City of Eugene, referred to the
<br /> electors of said City by the Co~mon Counoil ,for their approval or rejection, and
<br /> providing for polling places and for the appointment of JUdges and Clerks of the
<br /> election, and all acts necessary for the carrying on of the said election, and
<br /> declar ing an emergency, n passed by the Common Council and approved by the ,Mayor on
<br /> the lOth day of 4ugust, 1931, and declaring an emergency was read the first time,
<br /> and passed its second and third readings by title by unanimous consent under sus~
<br /> pension of the rule, and was placed on its final passage. ~he ayes and nays were
<br /> I D called, all councilmen voting aye, nay, none. The Ordinance was declared passed
<br /> and numbered 8268.
