<br />Minutes of the adjourned meeting of the Common Council, held at the hour
<br />of 7:30 o'clock P. M., May 23rd, 1932. Council was called to order by ~fuyor
<br />Elisha Large with all councilmen present, except Reid, Jone$, and Zumwalt.

<br />Chairman Hendershott of, the Finance Committee reported that George F.
<br />Carpenter had filed his repo~t as, auditor of the City records fo~ 1931, and moved
<br />that his bill IOf $200.00 be allowed according to contract. Motion was seaonded\
<br />and the aye s and nays weDe' called,' all counci Imen voting aye, nay, none, absent
<br />Reid, Jones, ~~d Zumwalt.

<br />Councilman Edwards re<iuested for the Park Eoard the privilege of tearing
<br />down an old shack on the North side of Riverside Butte next to the grocery store.
<br />On motion, dul;y- seconded and carried, the Park Board was authorized to remove this
<br />building. ,",.'
<br />
<br />Councilman Hendershott, Chairman of the Playground Commission, requested
<br />the privilege of changing the location of, the dressing rooms at the Municipal
<br />Swimming Pool and was tcd.,!ised to take this matter up wi th the Park Board.

<br />The monlihly report of the Library Board for April was filed, and a final
<br />report of Mrs. Ady of finances of her administration and a communication review~
<br />ing the work of her department were read and filed.
<br />

<br />At this time Councilman Reid appeared in Council.
<br />
<br />Consideration of the electrical ordinance was had at this time, and a
<br />general discus:sion by members of the Mattison Firm, Robt. Veltum, Mr. McNeese,
<br />Inspector Larwood, and others followed, after which Councilman Reid moved that
<br />the ordinance be laid over. Motion was not seconded.

<br />Councilman Lamb moved that the ordinance be amended to incorporate a pro-
<br />vision for the licensing of all electrical repair business on a $15.00 per annum
<br />basis, covering all business not included in the original ~lOO.OO license fee.
<br />Motion was seconded and carried.

<br />An Ordinance to create an electrical board and to license electrical con-
<br />tractors and electricians within the City of Eugene as above amended was there-
<br />upon read the :second time and third time by ti tIe by unanimous consent under
<br />suspension of ,the rule, and was placed on its final passaee. The ayes and nays
<br />were called, all councilmen voting aye, nay, none, abse.nt Jones and Zumwalt. The
<br />Ordinance was declared passed and numbered 8293.

<br />Propert;y- owners along the Mill Race between the Railroad tracks and 8th
<br />Avenue appeared before the Council hy Professor DeCou, Miss Patterson, and re-
<br />presentative of the Kappa Sigma Fraternity to protest against the use of thffir
<br />property by the general public in connection with the swimming in the mill race,
<br />and recited that the trespassing upon private property had become so general
<br />as to constitute a great nuisance and annoyance to the resident owners. Cooperati n
<br />of the ,Police Department and City Attorney was assured, and the sug~,estion made
<br />that the Superintendent of Schools and the Playground Commission would give pub-
<br />licity to public swimming pools, with the thought of diverting considerable amount
<br />of swiwning to these points.

<br />Milk Inspector Lawrence asked the Council to give consideration to. his
<br />request for ca,[' allowance for use of his private ,car in city business. The matter
<br />was referred to the Health and Finance Committees.
<br />
<br />Bids for printing blanks and furnishing record binders for rewriting the
<br />Treasurer's records of liens were referred to the Finance and Printing Committees
<br />to open and consider, wi th power to act.

<br />The co~nunication from Local No. 481 of the Journeymen Plumbers and Steam
<br />Fitters Union, approved by the Central Labor Council, requesting the Council to
<br />appoint a qualified man as plumbing inspector, and offering to furnish for this
<br />work a plumber who is a tax payer and resident at a salary of $75.00 per month,
<br />was read and referred to the Sewer Commi ttee. .

<br />Treasurer be and he is hereby directed to pay interest on outstanding improvement
<br />bond interest vvarrants out of any funds in his hands in the improvement bond
<br />interest fund lOr the improvement bond sinldng fund.
