That the City adopt the plan available under the 1933 Oregon Laws, <br /> and tha t the Ordinance prepared by li.r. Callcins and submi tted here- <br /> wi th, permitting the filing of a,pplications for extended P:lyment <br /> plan, and issuance of refunding bonds, be adopted. <br /> 2. rfhat January 1, 1934 , be designated as a time for filing ap.p.licat ions, <br /> and that due publicity be given to the plan to enable prope.rty <br /> oV/ner s to prepare for filing at that time. <br /> 3. That the Reco.rder and Treasurer be instructed to commence fore- <br /> closure proceedings against delin~uents who do not take ad van tage <br /> of the proposed plan, who are in areal'S @ore than one year in eithe.r <br /> Princi:pal, or In te re s t , or both. <br /> 4. That the preparing of applications, entries of liens, foreclosure <br /> proceedings and other matters involve a large amount of stenographic .... <br /> and clerical work, and time of the office in waiting upon applicants , <br /> and that Recorder's stenographer, Miss YOUllg, be placed on full time <br /> .- beginning'October 1st at ~75.00 pel' month, for which provision is <br /> made in the Recorder's budget for 1933. <br /> 5. That there are $78,65~.67 of outstandinG Improvement warrants, <br /> bearing inte.rest at 6~o, which the 1933 Legislature considered, <br /> and excluded from any limit of indebtedness, to permit the City <br /> to bond the same, if done before July, 1935. VIe recOi.(uuend that <br /> these warrants be converted into a bond issue at 0%. These wa.rrants <br /> are hel d in scattered lots in the community and as they bear no due <br /> da te, are in effect llf.rozenlT. Sevel~al holders of the obligations <br /> have indicated a willingness to aqcept the 5% bonds in exchange, and <br /> it would result'in a savings of 1% interest and would put the se <br /> secureties in a negotiable form which would be a substantial relief <br /> from distress in many' cases and increase the cash circulation in <br /> the c om.nmni ty. <br /> We recommend that a measur,e'_' providing for this relief be ,prepared <br /> I and submi t ted to the voters for approval at the fi.rst election to <br /> be held. <br /> 6.
