<br />Minutes of the adjourned meeting of. the Common Council held at the hour of
<br />7: 30 0' clock J? .M., November 27th, 1933. FCouncil was called to order by Mayor
<br />Large, with all Councilmen present except Mr. Reid.

<br />Attorney James K~ King talked briefly on the passage of the Ordinance amend~
<br />ing Section 7:, Item 16 of Grade !TAl! Pasteurized Hille, Ordinance No. 7875, entitled
<br />"An Ordinance regulating the production, sale and distribution of Milk and Milk
<br />products in the City of Eugene, Oregon, providing a penalty for the violation
<br />thereof, repealingaall ordinances and pat'ts of ordinances in conflict herewith,
<br />and declaring an emergency. II, passed by the Common Council on the 25th day of
<br />August, 1930, and approved by the Mayor on the same day, by striking therefrom the
<br />requirement that "All pasteurization shall be performed within the city limits of
<br />Eugene I!., aftElr which the o.r-dinance was read the third time, and placed upon its.
<br />final passage., The ayes and nays were called, Councilmen voting aye, Edwards, .
<br />nay, six, absEmt Reid. The Ordinance was declared lost.

<br />Attorney Dan Johnston stated that an ordinance zoning auto camps and exclud-
<br />ing auto camps within one and one-half miles of the University of Oregon was
<br />restric ting the use of property by lir. Jone s on East Franklin Street, and asked
<br />the Council to ei ther repeal the ordinance or to disregat'd it to allow Mr. Jones
<br />to make improvements on his property. The request was referred to the Judiciary
<br />Committee and City Attorney.

<br />At this 1;ime Councilman Reid appeared in Council.
<br />
<br />I Mr. J. W. McArthur, Superintendant of the Light and Water Department,
<br />I presented to the City a plan for remodeling the first floor of the City Hall for
<br />the purposes Ci f those departmen ts, including a plan for elec tric installation for
<br />J heating purposles for the entire building, looking to the discontinuance of the
<br />present inadequate heating system. The plan contemplated the securing of C.W.A.
<br />funds. Mr. McArthur explained that it is ,impOSSible to include the definite cost I
<br />of electrical heating, and that he could not take the responsibility of guarantee-
<br />ing blhat, but by such figures as they had been able to work out it would probably
<br />be slightly higher than the present cost of fueLheating, and that if the Council _
<br />desired they eould malee the changes and try it ou t, and still retain the old
<br />heating system should it prove undesirable to retain the electrical heating plan.
<br />l\1r. Lamb moved that the proposal be accepted, and motion was seconded by Mr.
<br />Zumwal t and car ri ed.

<br />Chairman Lamb reported that the upper Hendricks Park road would either
<br />require about *50.00 expenditure for gravel, or else the road wculd have to be
<br />closed for the winter; and it appearing that thel'e is not money in the Park Fund
<br />for this purpose, the street Committee expressed a willingness to treat this as a
<br />Ii street improvement, and Councilman Lamb moved that the street Depat'tment be
<br />II authorized to expend said amount for this improvement, whieh was seconded and
<br />I carried.'

<br />J Chairman Bond of the Fire and Water Committee recommended the installation
<br />of a Street light at the alley in the rea.r' of the Eugene Genel'al Hospital, and..
<br />also a light at the corner of the George mcMol'ran property at the angle of Midway .
<br />Street, and a motion was made, seconded and carried authorizing the Water Board:
<br />to install the se ligh ts.

<br />:: Chairman Simon of the Police Oommittee submitted to the Council a proposal
<br />;: ofa party who desires to install a TlBeano" game in the City, and the sentiment
<br />of the Council being against games of this character, on motion, the request was
<br />dem ed.

<br />'i The proposals of the employees in the Fire Department that they would
<br />I kalsomine thel.r quarters if the Ci ty would pay for' the requillred materials was
<br />referred to the Fire and Water Committee with power to act.
